Key Responsibilities

Provides strategic leadership of the Projects and Energy Development Unit (PEDU).
Develops and implements Performance Plan for the Unit.
Provides strategic leadership in the review of policies to assess their effectiveness in achieving Project Implementation.
Provides technical advice in the implementation of Mega Ministry projects derived from the Minerals and Energy programmes, as well as, manages and validates related projects implementation plans.
Provides strategic leadership in risk management to ensure timely initiation and completion of all project phases.
Monitors and evaluates the outcomes of Project Risk Assessment to ensure operational continuity, financial stability, and safety.
Applies change control and configuration management by defining, documenting and managing the parameters baselines and workflows of project technical modification.
Overseas project implementation and administrative oversight, reporting and monitoring and evaluation of the projects.
Manages project contracts Energy and Mineral sectors, such as Power Purchase Agreements, HR Agreements and other commercial and regulatory agreements.
Negotiates commercial, financial and Regulatory agreements for all Mega Projects.
Develops and implement a funding Programme that allows citizen to invest in the sectors.
Coordinate project teams to ensure that work is completed on time and scope to a high engineering standards.
Conducts a project evaluation review to assess how well the project was managed.
Coordinate the development and implementation of stakeholder engagement plan.
Actively involves diverse groups such as local communities, regulatory bodies, indigenous groups, investors, and environmental organizations.
Manages and responds to stakeholder, investor, and customer enquiries and queries related to the projects.
Creates awareness of potential interdependencies with other projects and their impacts.
Contributes to skills gaps analysis and formulates targeted training and development strategies to build capacity and enhance performance and skills development of the Ministry.
Undertakes any other related duties as required to meet exigencies of the service.

Requirements

Salary Scale: F2 (P607,440) per annum
Leave: 30 working days per annum
Benefits: Optional Contributory Medical Aid Scheme (Government Contributes 50% and employee 50%).
Duration: 2 – 3 years’ contract.
Qualifications: Degree in Energy /Mining /Metallurgy/ Mechanical/ Chemical/Electrical & Electronic Engineering or related fields, from a recognized institution. Master’s Degree qualification in any one of the above qualifications and experience in Project Management would be an added advantage. Candidates should be in good standing on registration with the Engineers Registration Board (ERB) / Possess a practicing certificate with the ERB.
Experience: At least eighteen (18) years’ experience in the mines, Energy and minerals industry or related fields, two (2) years of which should have been served at E1 salary scale or equivalent in either the Public Sector or Private Sector.
