Master\u2019s Degree in any of the above will be an added advantage.<br \/>\n\u00a0<br \/>\n\u00a0<br \/>\nEXPERIENCE: A minimum of fourteen to sixteen (14-16) years experience in the areas of strategic planning &amp; management\/ performance management, monitoring and evaluation\/ policy development, analysis and review\/ monitoring and evaluation\/organizational transformation\/ organizational development\/change management\/ management at a government\/public or private or public service, with at least two (2) years at E2 OR four (4) years at D1 in government\/public or an equivalent in the private\/ parastatal institutions.<br \/>\nMAIN PURPOSE OF THE JOB: To provide leadership in strategy planning and development and performance monitoring &amp; evaluation of policies, programmes and projects.<br \/>\n\u00a0<br \/>\n\u00a0<br \/>\nKEY RESPONSIBILITIES:<br \/>\n\u00a0<br \/>\n1. Provides professional advice on strategy formulation, monitoring and evaluation.<br \/>\n2. Provides advice on the structures, roles and strategies the Ministry is implementing and guides on the best implementation approaches.<br \/>\n3. Coordinates the development of Ministry\u2019s Strategic Plan and Annual Performance Plan.<br \/>\n4. Oversees the cascading of Ministry\u2019s Annual Performance Plan.<br \/>\n5. Oversees implementation of the Ministry\u2019s Strategic Plan and Annual Performance Plans.<br \/>\n6. Oversees development of performance management framework, associated guidelines, toolkits and templates to facilitate effective, consistent, and proper application of the system.<br \/>\n7. Oversees implementation of performance Management and Development system, related incentives and recognition interventions that motivate engagement, motivation and productivity.<br \/>\n8. Oversees development and implementation of evaluation research and statistical plans.<br \/>\n9. Oversees the design of data collection tools, data collection and analysis for statistical plans.<br \/>\n10. Establishes links with Ministry Departments and Parastatals and other stakeholders to identify policy areas for evaluation and research.<br \/>\n11. Advocates for the adoption of evaluation and research findings and oversees implementation of recommendations.<br \/>\n12. Recommends measures for reforms and strategies for their implementation.<br \/>\n13. Oversees implementation of change management processes.<br \/>\n14. Manages staff development and operational flow of knowledge management systems.<br \/>\n15. Oversees the development and sustainment of stakeholder development initiatives with stakeholders.<br \/>\n16. Oversees the development and implementation of advocacy and capacity building programmes on relevant areas.<br \/>\n17. Initiates and participates in performance appraisals, staff targets performance reviews with staff, undertakes performance reviews.<br \/>\n18. Provides professional guidance, coaching and mentoring to staff.<br \/>\n19. Manages conduct of staff performance and enforces implementation of Public Service disciplinary code, including taking appropriate disciplinary action in line with labour legislation, laid down disciplinary policy and procedures.<br \/>\n20. Reviews and ensures the alignment of all Unit policies, procedures and interventions comply with SHE legislation and protocols and the MDA\u2019s quality management systems.<br \/>\n21. Monitors and ensures that the functions and activities of the Unit comply with national standards of quality management standards.<br \/>\n22. Implements and ensures members of the Department undertake action items arising from SHEQ audits and risk assessments in line and in accordance with MDA\u2019s standards.<br \/>\n23.
