\nThe mandate of the BURS is to perform tax assessment and collection functions on behalf of the Government and to take appropriate measures to counteract tax evasion on the one hand, and to improve taxpayer service to a much higher level on the other. In fulfilment of its mandate the BURS Act has empowered the BURS to:
\nAdminister and enforce the revenue laws;
\nPromote compliance with the revenue laws;
\nTake such measures as may be required to improve service given to taxpayers with view to improving efficiency and maximizing revenue collection;
\nTake such measures such as may be required to counteract tax fraud and other forms of tax evasion;
\nAdvise the Minister on matters relating to the administration and collection of tax;
\nand Perform such other functions in relation to tax as the Minister may direct.

\nJOB PURPOSE

\nReporting to the Commissioner General this is a senior leadership position responsible for overseeing, developing and directing successful implementation of the revenue services\u2019 Financial Management Talent Management ICT, Legal, Procurement, Facilities Management and Administrative portfolios, to ensure provision of optimal support in line with the strategic mandate and priorities of BURS.

\nKEY RESPONSIBILITIES
\n\u00a0
\n\u00a0
\nEnsures the strategic alignment of Human Capital practices with organisational goals focusing on talent acquisition, development, and retention to build a skilled and motivated workforce capable of achieving BURS\u2019s objectives while complying with sound labour practices and legislation
\nLeads the development and implementation of ICT strategies to support operational efficiency, data security, and digital transformation initiatives across the organisation
\nProvides leadership in legal affairs ensuring BURS\u2019s operations comply with statutory requirements and protects the organisation against legal risks
\nDevelops strategies to ensure sound financial management practices, budgeting, and resource allocation to support BURS\u2019s strategic and operational goals efficiently
\nOversees the management of facilities, security and general administrative services to ensure a safe, secure, and efficient working environment for all employees, clients and visitors

\nQUALIFICATIONS AND EXPERIENCE
\n\u00a0
\n\u00a0
\n\u00b7 A Master\u2019s Degree in either Business Administration, Human Resources, Information and Communication Technology, Law, Finance, or any related field. Training in Leadership is an added advantage
\n\u00b7 A minimum of 15 years relevant experience with at least 5 years in a senior\/executive leadership position within the public sector or a financial services industry.
