Specifically, the role of the HoCEIS is to manage and improve the support systems and operations required to achieve this objective comprising of Finance, Systems and Compliance agendas. In performing this role, the HoCEIS also ensures an enabling environment for the implementation of the country programme, while maintaining operations and systems that meet with the accountability and reporting requirements of PIN, Czech administrative and legal framework, as well as various external actors (donors, local and international institutions, etc.). HoCEIS also directly leads the process of the development and staff capacity building across the departments and hands on technical and institutional knowledge.<br \/>\nMain Duties &amp; Responsibilities:<br \/>\nStrategic Leadership <\/p>\n<p>The HoCEIS assists the CD in the management of the country programme, participates in the senior management meetings, and pro-actively takes part in the decision-making processes;<br \/>\nEnsures that systems and operations support the implementation of the country programme strategy and that procedures and regulations are implemented in full transparency and in accordance with donor and PIN rules;<br \/>\nRepresents PIN towards local authorities, donors, partners, and other stakeholders, including Czech Embassy and Development Agency;<br \/>\nIs responsible for adequate staffing of all supervised departments in order to achieve efficient delivery of People in Need\u2019s (PIN) country programme;<br \/>\nPromotes team spirit, a culture of respect, personal responsibility, transparency, and openness.<\/p>\n<p>External and Internal Compliance <\/p>\n<p>\u202fThe HoCEIS ensures that all taxes are paid in line with national and Czech regulatory framework;<br \/>\nIn coordination with the CD, ensures that all agenda related to permits, licences, and registrations are dealt with as and when required.<br \/>\nIs familiar with PIN\u00b4s major donors\u2019 conditions and requirements in finance and operations agendas and and makes sure they are respected,<br \/>\nActs as advisor in the Compliance-related matters, hands down the knowledge;<br \/>\nIs familiar with PIN\u00b4s internal policies and requirements and makes sure they are respected, provides trainings and hands down the knowledge;<br \/>\nActs as a communication channel between donors, including Czech Aid Agencies, in case of any requests related to the compliance in finance, HR and operations field.<\/p>\n<p>Finance<\/p>\n<p>Together with Finance and Operations teams prepares and monitor CP\u00b4s operational budget<br \/>\n\u202fEnsure that Financial Systems support the implementation of the Country Strategy and that procedures and regulations are implemented in full transparency and in compliance with donors\u00b4 and PIN rules;<br \/>\nPrepares financial and economic overviews and interprets economic data for country programme and programme management teams;<br \/>\n\u202fIn cooperation with the financial team guarantees that financial requirements are met in all sectors, including budgeting, reporting, and accounting of the country programme.<\/p>\n<p>Benefit<\/p>\n<p>Standard work schedule of 40 hours per week from Monday to Friday<br \/>\n20 days of paid annual and You<\/p>\n<p>Education (university or secondary level) in business, procurement, logistics or similar study programmes;<br \/>\nAbove 5 years of relevant professional experience<br \/>\nCommunicative level of English (minimum of active B2);<br \/>\nKnowledge of Czech is an advantage;<br \/>\nExperience in managing support functions (logistics, procurement, HR) within a complex country programme, ideally in humanitarian or development sectors;<br \/>\nAbility to participate in senior management teams, contributing to strategic planning and decision-making for programme implementation;<br \/>\nExperience in building and developing the capacity of local and international staff;<br \/>\nKnowledge of finance and operations systems, ensuring compliance with donor regulations and PIN guidelines while mitigating corruption risks;<br \/>\nUnderstanding of HR processes (including recruitment, performance evaluation, capacity development, and salary scale management);<br \/>\nCompetence in budget planning, monitoring operational expenses, and supporting finance teams in ensuring cost-effective allocation of funds for operations and capacity building;<br \/>\nExperience in addressing operational challenges in complex and rapidly changing environments, including conflict and emergency contexts;<br \/>\nAbility to promote team cohesion, respect, transparency, and a collaborative work environment among staff from diverse backgrounds.<br \/>\nUnderstanding of the local context is an
