We are a results-oriented organization committed to implementing efficient, effective, and sustainable charitable interventions across Ethiopia.<br \/>\nCurrently, PAD is undertaking a major scale-up of its programs, with a focus on urban destitution, peacebuilding and democratization, child protection, youth development, support for migrant returnees, health, and livelihood development. We are also implementing humanitarian projects, including Shelter and Camp Coordination and Camp Management (CCCM), targeting low-income and vulnerable women, children, youth, and adults.<br \/>\nAs part of this expansion, PAD is extending its operations to several regions, including Addis Ababa, Tigray, Amhara, Oromia, Harari, and the Somali, South Regional State.<br \/>\nPAD is now seeking to hire a qualified professional for its EHF-funded project.<br \/>\nMain Responsibilities:<br \/>\nUnder the supervision of the Project Coordinator, the Health Officer will be responsible for the planning, implementation, and monitoring of the mobile health and nutrition project in targeted woredas. The Health Officer will work as a key member of the Mobile Health and Nutrition Team (MHNT), providing essential primary healthcare services in line with the Ethiopian Primary Health Care (EPHC) Clinical Guidelines and national protocols.<br \/>\nSpecific responsibilities include the following:<\/p>\n<p>Deliver essential primary health care services in hard-to-reach and conflict-affected areas through mobile outreach.<br \/>\nConduct clinical assessment, diagnosis, treatment, and follow-up of common illnesses using standard EPHC guidelines.<br \/>\nProvide maternal, newborn, and child health services including ANC, PNC, immunization support, and family planning.<br \/>\nEnsure active nutrition screening for children under five and pregnant\/lactating women, and link cases to appropriate care (OTP\/SC\/IYCF).<br \/>\nSupport health education sessions on hygiene, nutrition, communicable disease prevention, and maternal\/child care practices.<br \/>\nManage common disease outbreaks and public health threats in collaboration with woreda health offices.<br \/>\nEnsure quality referral of complicated medical, maternal, or nutrition cases to nearby static health facilities.<br \/>\nDocument patient care using MoH-approved registers and tools and ensure accurate data collection and timely reporting.<br \/>\nWork closely with other MHNT members (nurse, midwife, MHPSS officers) to ensure integrated service delivery.<br \/>\nConduct on-the-job mentoring and supportive supervision to HEWs and community nutrition volunteers during outreach.<br \/>\nEnsure rational use of medicines and monitor stock levels of essential drugs and medical supplies.<br \/>\nUphold principles of client confidentiality, medical ethics, and professionalism in service delivery.<br \/>\nCoordinate with local health authorities and stakeholders to strengthen linkages with the existing health system.<br \/>\nSupport the development of referral pathways and maintain active coordination with zonal\/woreda health facilities.<br \/>\nParticipate in rapid health and nutrition assessments and contribute to emergency response planning.<br \/>\nProduce weekly and monthly reports, capturing both service delivery data and narrative progress updates.<br \/>\nMaintain respectful and culturally sensitive interactions with beneficiaries and community leaders.<br \/>\nParticipate in MHNT planning meetings, reviews, and coordination forums at the woreda and zonal levels.<br \/>\nPerform any other tasks assigned by the supervisor to ensure the quality and continuity of MHNT services.<\/p>\n<p>About You<\/p>\n<p>Qualification: Bachelor\u2019s degree in Public Health, Health Officer, or Medicine from a recognized institution with a valid professional License<br \/>\nExperience: \u2013 Minimum of 5 years of relevant work experience, preferably in primary healthcare, nutrition, or emergency response programs.<\/p>\n<p>Experience working in humanitarian contexts, mobile clinics, or hard-to-reach areas is highly desirable. Prior experience working in humanitarian or emergency settings, especially with MHNTs, is an asset.<\/p>\n<p>Skills Required:<\/p>\n<p>Clinical Service Delivery<br \/>\nProficient in providing integrated clinical care at the primary level as per the Ethiopian Primary Health Care Clinical Guidelines (EPHC), including:<\/p>\n<p>Management of common illnesses (malaria, pneumonia, diarrhea, etc.)<br \/>\nMaternal and child health services (ANC, PNC, family planning)<br \/>\nCommunicable disease detection and management<br \/>\nEmergency and trauma care<\/p>\n<p>Nutrition Services<br \/>\nSkilled in screening and management of acute malnutrition using national CMAM protocols.<br \/>\nAbility to support IYCF counseling, including breastfeeding and complementary feeding practices.<br \/>\nAdherence to National Protocols<br \/>\nDemonstrated experience applying MOH-standardized tools and protocols, including EPHC guidelines, ICCM, IMNCI, and TB\/HIV management guides.<br \/>\nData Use and Documentation<br \/>\nAbility to document and report patient data using HMIS and standard registers.<br \/>\nBasic competency in using electronic data tools (Kobo, ODK) for mobile data collection.<br \/>\nEmergency Health Response<br \/>\nAbility to assess and respond to outbreaks and other public health emergencies within mobile\/outreach settings.<br \/>\nCommunity Health Engagement<br \/>\nExperience working with community platforms (HEWs, HDAs, CNVs) for demand creation and referral linkage.<br \/>\nTeamwork &amp; Coordination<br \/>\nStrong interpersonal and collaboration skills within multi-disciplinary teams (MHNT nurse, midwife, MHPSS, etc.)<br \/>\nAbility to work effectively with woreda health offices and partners.<br \/>\nAdaptability &amp; Mobility<br \/>\nWillingness to work in remote, underserved, and mobile outreach settings, often with challenging logistics.<br \/>\nPhysically fit and emotionally resilient to operate in difficult humanitarian contexts.<\/p>\n<p>Other:<\/p>\n<p>Willingness to travel to and work in remote and hard-to-reach locations.<br \/>\nAbility to work effectively in a mobile team setting with flexibility and cultural sensitivity.<\/p>\n<p>Number required: one<br \/>\nSalary: As per the organization\u2019s Salary Scale<br \/>\nDuty Station: Roving position between Gazgibla and Abergele Woredas, Waghimra Zone, Amhara Region.
