\nJob Summary
\nJaRco is seeking an experienced Chief Human Resources and Compliance Officer to lead the company\u2019s HR strategy, compliance systems and institutional governance strengthening. This senior leadership role reports directly to the CEO and works closely with Programs, Operations and Finance Teams. The position plays a key role as JaRco transitions into a more structured and governance-driven organization.
\nKey Responsibilities
\nHuman Resources Leadership<\/p>\n
Lead HR strategy, workforce planning and organizational development.
\nStrengthen HR systems, manuals and policies.
\nAdvise senior leadership on culture, performance and staff wellbeing.<\/p>\n
Recruitment and Talent Management<\/p>\n
Manage full recruitment cycles for all staff levels.
\nDevelop selection tools and assessment frameworks.
\nLead onboarding, career development and succession planning.<\/p>\n
Performance Management<\/p>\n
Oversee the company performance management system.
\nGuide supervisors on performance improvement and disciplinary processes.
\nMaintain HR records, personnel files and performance databases.<\/p>\n
Compliance and Regulatory Oversight<\/p>\n
Ensure compliance with Ethiopian labor laws, donor regulations and organizational policies.
\nLead HR-related audits and reporting obligations.
\nSupport governance strengthening and Board of Directors alignment.<\/p>\n
Training and Capacity Building<\/p>\n
Conduct training needs assessments.
\nDesign and coordinate staff development, compliance and safety training.<\/p>\n
Employee Relations<\/p>\n
Serve as the link between management and employees.
\nResolve grievances, disputes and workplace challenges.
\nPromote a positive, safe and inclusive work environment.<\/p>\n
Compensation and Benefits<\/p>\n
Oversee compensation, benefits and HR budgeting.
\nEnsure packages are compliant with legislation and internal policy.<\/p>\n
About You<\/p>\n
Required Qualifications<\/p>\n
Master\u2019s degree in human resource management, Management, Public Administration, Law or related field.
\n5\u20137 years of senior HR leadership experience.
\nProven experience with HR compliance, labor law and HR policy implementation.
\nStrong HR systems development and organizational development experience.
\nExcellent written and spoken communication skills in English and Amharic.
