The position is responsible for strategic planning, multi-level coordination, quality assurance, stakeholder engagement, and performance monitoring of leadership development initiatives targeting PHC leaders, governance boards, and health managers to strengthen governance, accountability, and HRH leadership.<br \/>\nIII. Key Responsibilities<br \/>\nCoordination and Collaboration:<\/p>\n<p>Establish and maintain strong coordination mechanisms between the Ethiopian Public Health Association (EPHA) and AMREF Health Africa \u2013 Ethiopia, MOH and other partner to enhance synergy in health systems strengthening initiatives.<br \/>\nCollaborate with Amref Regional team to liaise with respective RHBs on trainers and high impact leadership (HIL) trainee\u2019s selection<\/p>\n<p>National Leadership Training Plan<\/p>\n<p>Lead development of the national scale-up plan for HIL training including coaching and mentorship session<br \/>\nTranslate project targets into annual and quarterly operational plans.<br \/>\nEnsure alignment of HIL training with PHC reform agendas, governance strengthening initiatives, and HRH priorities.<br \/>\nSupport harmonization of leadership initiatives across regions.<\/p>\n<p>Coordination of Leadership Training Implementation<\/p>\n<p>Coordinate nationwide rollout of:<br \/>\nLHigh-Impact Leadership (HIL) training<br \/>\nCoordinate training schedules across regions and woredas.<br \/>\nCoordinate with CPD centers to secure training venue and facilitate the training<br \/>\nWork closely with AMREF, MoH, RHBs, and EPHA chapters to ensure smooth, timely, and high-quality implementation.<\/p>\n<p>Technical Oversight and Quality assurance<\/p>\n<p>Provide technical oversight to ensure training quality, consistency, and adherence to approved curricula.<br \/>\nReview, adapt, and contextualize training materials, tools, and facilitation guides.<br \/>\nEnsure integration of:<br \/>\nAccountability for health<br \/>\nGender-intentional leadership<br \/>\nEquity in leadership decisions<br \/>\nSupervise trainers, facilitators, and mentors.<br \/>\nPost-training follow-up, mentorship and application<br \/>\nReview HIL training workshops on a daily basis and provide real-time feedback.<br \/>\nEnsure post training coaching, mentoring, and follow-up mechanisms are implemented.<br \/>\nGuide tracking and implementation of leadership action plans developed during training.<br \/>\nSupport practical application of leadership skills at PHC facilities and woreda offices.<br \/>\nEnsure alignment with Amref compliance, monitoring and reporting requirements.<\/p>\n<p>Stakeholder engagement for leadership development<\/p>\n<p>Lead engagement with:<br \/>\nRHBs<br \/>\nWoreda administrators<br \/>\nHealth office heads<br \/>\nGovernance boards<br \/>\nPHC leaders<br \/>\nRepresent EPHA in national leadership and governance forums.<\/p>\n<p>Monitoring, Evaluation and Learning for leadership program<\/p>\n<p>Establish tracking systems for leadership training outputs and outcomes.<br \/>\nMonitor the number, d quality and distribution of trained leaders.<br \/>\nTrack behavioral, organizational and institutional changes linked to leadership interventions<br \/>\nDocument success stories, leadership transformation cases, and lessons learned.<\/p>\n<p>Reporting and Knowledge Management<\/p>\n<p>Lead preparation of monthly, quarterly and annual technical and progress reports<br \/>\nProvide regular updates to EPHA management and AMREF Health Africa.<br \/>\nSupport development of knowledge products and learning briefs on leadership strengthening including success stories<\/p>\n<p>Organization<br \/>\nEthiopian Public Health Association (EPHA) \u2013 AMREF Health Africa IHSS project<\/p>\n<p>Reports To<br \/>\nProfessional Development and Training Directorate<\/p>\n<p>Duty Station<br \/>\nAddis Ababa, with frequent travel to project sites<\/p>\n<p>Job Category<br \/>\nProfessional<\/p>\n<p>Employment Type<br \/>\nProject-based ( March 1, 2026-Dec 31,2026)<\/p>\n<p>Salary<br \/>\nNegotiable<\/p>\n<p>About You<\/p>\n<p>IV. Job Specifications<br \/>\nEducation<\/p>\n<p>Master\u2019s Degree in one of the following fields:<br \/>\nPublic Health (MPH)<br \/>\nHealth Management<br \/>\nMonitoring &amp; Evaluation in Health Systems<br \/>\nOther related health systems field<\/p>\n<p>Work Experience<\/p>\n<p>Minimum of 10 years of relevant professional experience in:<br \/>\nHealth systems strengthening<br \/>\nPublic health program implementation<br \/>\nProject coordination and management<br \/>\nDemonstrated experience working with government institutions and development partners is an advantage.<br \/>\nExperience in managing training program\/CPD courses<\/p>\n<p>V. Competencies and Skills<\/p>\n<p>Technical Competencies<br \/>\nStrong understanding of health systems strengthening frameworks<br \/>\nKnowledge of national health policies and health sector reforms<br \/>\nExperience in HMIS, M&amp;E systems, and data use<br \/>\nExperience in capacity building and institutional strengthening<\/p>\n<p>Core Skills<\/p>\n<p>Strong coordination, facilitation and partnership management skills<br \/>\nExcellent analytical and problem-solving abilities<br \/>\nHigh-quality report writing and documentation skills<br \/>\nExcellent communication and stakeholder engagement skills<br \/>\nAbility to work independently and manage multiple priorities<\/p>\n<p>VI.
