\nRole Purpose
\nThe Senior Manager \u2013 Public Sector Advisory will lead the delivery of high-impact advisory engagements across government institutions, state-owned enterprises, and development partner-funded public sector programs.
\nThe role requires deep expertise in public sector advisory, including institutional reform, policy development, governance improvement, and public financial management. The successful candidate will play a key leadership role in designing and delivering complex advisory projects while contributing to business development and thought leadership.
\nKey Responsibilities
\nPublic Sector Advisory Delivery (Core Requirement)<\/p>\n
Lead and deliver advisory engagements for:<\/p>\n
Government ministries and agencies
\nState-owned enterprises
\nRegulatory bodies
\nPublic financial management institutions<\/p>\n
Provide expertise in:<\/p>\n
Institutional reform and restructuring
\nPolicy and regulatory development
\nGovernance and performance improvement
\nPublic service delivery enhancement
\nPublic financial management and budgeting systems<\/p>\n
Development Partner-Funded Programs<\/p>\n
Lead or support delivery of donor-funded public sector reform programs
\nEngage with multilateral and bilateral development partners on technical assistance projects
\nEnsure compliance with donor requirements, reporting standards, and procurement frameworks
\nSupport implementation of large-scale reform and capacity-building initiatives<\/p>\n
Project Leadership & Delivery<\/p>\n
Manage end-to-end delivery of complex advisory engagements
\nOversee project teams including Managers, Consultants, and Analysts
\nEnsure quality, timeliness, and strategic relevance of all deliverables
\nLead work planning, risk management, and stakeholder coordination<\/p>\n
Client & Stakeholder Engagement<\/p>\n
Engage directly with senior government officials and institutional leaders
\nFacilitate workshops, policy dialogues, and technical consultations
\nTranslate complex policy issues into structured advisory solutions
\nBuild long-term relationships with public sector stakeholders and development partners<\/p>\n
Business Development & Proposal Leadership<\/p>\n
Lead preparation of proposals, EOIs, and RFP responses for public sector and donor-funded opportunities
\nIdentify new advisory opportunities within government and development ecosystems
\nSupport strategic positioning of the firm in public sector markets
\nContribute to pipeline development and key account management<\/p>\n
Thought Leadership & Market Contribution<\/p>\n
Contribute to public sector reform discussions and policy dialogue
\nDevelop insights and publications on governance, reform, and institutional performance
\nRepresent the firm in public sector and donor coordination forums<\/p>\n
Key Performance Indicators (KPIs)<\/p>\n

About You<\/p>\n
Qualifications & Experience<\/p>\n
Master\u2019s degree in Public Policy, Economics, Public Administration, Finance, Development Studies, or related field (preferred)
\n10\u201312+ years of relevant professional experience
\nMandatory: Significant experience in public sector advisory or government consulting
\nExperience working with one or more of the following:<\/p>\n
Government ministries or agencies
\nState-owned enterprises
\nDevelopment partners (World Bank, AfDB, UN, EU, bilateral donors)<\/p>\n
Strong experience in project leadership and team management
\nBackground in consulting, advisory services, or development programs is highly desirable<\/p>\n

Experience in Big 4 or international consulting firms strongly preferred

\nFamiliarity with Ethiopia\u2019s public sector systems and reform agenda
\nExperience in economic governance or institutional strengthening projects<\/p>\n
