\nPosition Summary:
\nReporting to the National Director & RAU, Program & Policy Advocacy Director oversees the overall operations of the Program Department consisting of Designing and developing Housing\/Essential services products and infrastructure in line with habitability and sustainability requirements,
\nHFHE is entering a strategic transformation from primarily direct project implementation to shaping the housing ecosystem in Ethiopia\u2014through policy influence, market system strengthening, financing innovation, climate resilience, and scalable community-driven housing solutions. The Program Director leads this transformation. This role provides technical and strategic leadership to drive system-level changes in the housing sector, while ensuring high-quality implementation of HFHE\u2019s core interventions constituent of<\/p>\n
Housing policy advocacy and campaigns
\nHousing finance and inclusive housing market systems development
\nCommunity housing construction and innovative building solutions
\nUrban development and basic services upgrading
\nHousing disaster preparedness, recovery, and resilience
\nYouth and volunteer engagement
\nMonitoring, Evaluation, Accountability, and Learning (MEAL)
\nThe role requires travel up to over 30 % within the HFH Ethiopia project implementation areas.

Strategic Leadership & Systems Transformation<\/p>\n
Lead execution of HFHE\u2019s 2026\u20132030 strategy and guide the transition from project-focused delivery to ecosystem-shaping and scalable market-based housing solutions.
\nDevelop and refine national program portfolios, ensuring alignment with global Habitat for Humanity network strategies.
\nEnsure HFHE plays a leadership role in national housing sector dialogue, agenda-setting, and sector coordination.<\/p>\n
Housing Finance & Market Systems Development<\/p>\n
Provide technical leadership for expanding access to housing finance through partnerships with MFIs, banks, cooperatives, and savings groups.
\nLead market systems interventions to strengthen construction supply chains, housing service markets, affordable building materials access, and workforce skills.
\nSupport development and scaling of innovative and affordable housing products, services, and delivery models.<\/p>\n
Housing Policy Advocacy & Campaigns<\/p>\n
Lead HFHE\u2019s advocacy agenda to influence national housing, land, urban planning, and financing policy frameworks.
\nDevelop evidence-based policy briefs, campaigns, and coalition platforms to advance systemic change.
\nRepresent HFHE in strategic government, donor, and sector coordination forums.<\/p>\n
Housing Construction, Urban Upgrading & Basic Services<\/p>\n
Oversee housing construction and home improvement programs for marginalized communities using cost-effective and climate-resilient solutions.
\nLead integrated urban upgrading interventions including WASH, mobility access, tenure security, and public space improvements.<\/p>\n
Housing Disaster, Recovery & Resilience<\/p>\n
Design, lead, and manage shelter\/housing disaster response and long-term resilience programming.
\nInstitutionalize climate adaptation, disaster risk reduction, and resilience standards across all programs.<\/p>\n
Youth & Volunteer Engagement<\/p>\n
Strengthen national volunteer mobilization, faith and community engagement, and local action models.
\nDevelop youth engagement pathways in housing innovation, technical training, and community-driven development.<\/p>\n
MEAL, Learning & Impact Evidence<\/p>\n
Oversee MEAL strategy, systems, and annual work plans.
\nEnsure impact measurement, data quality, accountability mechanisms, and evidence-based adaptive learning.<\/p>\n
Team Leadership, Partnership Management & Resource Mobilization<\/p>\n
Lead and mentor a multidisciplinary team, fostering collaboration and professional growth.
\nBuild and maintain partnerships with government, academia, private sector, civil society, and donors.
\nSupport program design and proposal development to expand funding and influence.<\/p>\n
Operation<\/p>\n
Oversee preparation of project annual plans detailed budget and action plan and ensure timely implementation of the same
\nReview payment requests and certificates in line with contractual agreement and payment schedules
\nEnsures that planning and implementation of Gender sensitive project activities are in accordance with the program principles, approaches, and procedures of the organization.<\/p>\n
Safeguarding <\/p>\n
Support the staff and manage focal points with adequate resources and prioritization of safeguarding efforts.
\nHold teams accountable for delivering safeguarding best practices and mitigating risk.
\nPromote a safe, productive and respectful environment, including a \u201cspeak up\u201d culture<\/p>\n
About You<\/p>\n
Qualifications <\/p>\n
Master\u2019s degree in urban planning, Housing Studies, Civil Engineering, Architecture, or Public Policy<\/p>\n
Experience Required:<\/p>\n
Minimum Years of Related Work Experience Required:
\n10 years of progressive experience in program leadership roles within housing development, urban planning, or market systems.<\/p>\n
Demonstrated expertise in:<\/p>\n
Housing finance and market systems development
\nHousing policy advocacy, campaigns, and coalition building
\nUrban development, settlement upgrading, and WASH
\nCommunity housing construction, DRR, and resilience approaches<\/p>\n
