\nJob Summary:
\nThe Procurement and Logistics Officer is responsible for ensuring that all procurement activities are carried out in a timely, cost-effective, and transparent manner, in compliance with the NCA Procurement Manual, donor regulations, and internal policies. The role is responsible for day-to-day logistical management, including vehicle fleet operations, repairs and servicing, driver supervision, and maintenance of project equipment and materials. The officer will also manage asset registers in coordination with the Finance and Administration Officer and Field Coordinator, ensuring accountability and transparency. A key responsibility is to establish and maintain partnerships with competent and reliable suppliers to guarantee value for money and timely delivery of goods and services.
\nMajor Duties & Responsibilities:
\n\u2022 Ensure that all procurement processes comply with the NCA Procurement Manual and donor regulations.
\n\u2022 Implement and manage all types of tender procedures in line with the NCA Procurement Manual.
\n\u2022 Utilize the PIMS Procurement System throughout all procurement stages from Purchase Request to Payment Request. Upload and link all required procurement documents (e.g., RFQs, RFPs, bids, bid evaluations, contracts, GRNs, invoices) as mandated by the system. And ensure data integrity and consistency within PIMS for audit readiness and organizational transparency
\n\u2022 Receive approved Purchase Request \/PR\/ from supervisor for further procurement process, make sure all necessary information is included in the request including specifications and expected delivery time, and check the alignment with procurement plans and budgets.
\n\u2022 Prioritize procurement requests based on urgency and project timelines.
\n\u2022 Obtain quotations, prepare bid documents, advertise tenders, and conduct evaluations. Place purchase orders and issue contracts with selected suppliers.
\n\u2022 Administer contract performance, including delivery, warranties, damages, and insurance.
\n\u2022 Ensure goods and services are procured in a cost-effective, timely, and quality assured manner.
\n\u2022 Follow up with suppliers to ensure timely delivery of goods\/services and verify delivered items match specifications and quality requirements. And ensure that there are no discrepancies between ordered and delivered goods or services
\n\u2022 Ensure timely payment to suppliers by coordinating with the finance team and verifying that all necessary documentation, such as invoices, goods receipt notes, delivery notes, and contracts, is accurate, complete, and submitted without delay.
\n\u2022 Build and maintain positive relationships with suppliers and service providers
\n\u2022 Prepare the records and maintenance of minutes of the Tender Committee,
\n\u2022 Liaise with program, finance, and logistics teams to ensure smooth procurement and delivery processes.
\n\u2022 Prepare and submit procurement status and progress reports to the supervisor and provide timely feedback to requesting departments on procurement activities
\n\u2022 Maintain accurate procurement files and documentation for financial audits and settlement.
\n\u2022 Keep records and contracts up to date and accessible in both hard and soft copies, in line with the NCA Procurement Manual and archiving standards.
\n\u2022 Participate in PAT and Joint monitoring visits to projects to follow up on partners\u2019 procurement activities and practices, rehousing, and documentation. Logistics (fleet and asset Management)

About You<\/p>\n
Minimum Qualifications Required:
\n\u2022 Bachelor\u2019s degree in Procurement and Logistics, or Supply Chain Management.
\n\u2022 Must have 4 years\u2019 experience from a reputable organization, and an NGO will be an advantage.
\n\u2022 Must be a good problem solver, analytical, creative, and innovative.
\n\u2022 Must have a good command of the English Language, both written and spoken.
\n\u2022 Demonstrated capacity to function well in a team and contribute effectively to team efforts.
\nRequired Skills & Abilities:
\n\u2022 Must be an honest and accountable person with resources.
\n\u2022 Other duties as assigned.
\n\u2022 Good at negotiating, networking, and dealing with numbers; Planning and organizing, a professional, and a team player.
