The Senior Government-to-Government (G2G) Health Advisor provides strategic, technical, and operational leadership to support the transition and management of U.S. Government health foreign\u00a0assistance\u00a0delivered directly through partner government systems in Kenya. The Advisor supports the OFA Health office playing a critical role in implementing the America First Global Health Strategy through expanded G2G\u00a0assistance.\u00a0<\/p>\n
Strategic Leadership and Policy Alignment\u00a0<\/p>\n
\tServe as a principal advisor to OFA Health Office leadership\u00a0in the design, implementation, and oversight of G2G health\u00a0assistance\u00a0in alignment with the America First Global Health Strategy.\u00a0
\n\tTranslate U.S. foreign\u00a0assistance\u00a0policy, including G2G priorities, into operational approaches across PEPFAR, malaria, TB, family health, and global health security programs.\u00a0
\n\tSupport strategic planning for the phased transition of up to\u00a0$1.6 billion\u00a0in health\u00a0assistance\u00a0from implementing partners to direct G2G mechanisms under the Kenya Cooperation Framework.\u00a0
\n\tGovernment-to-Government Engagement and Coordination\u00a0
\n\tTogether with health interagency leadership (State, Centers for Disease Control and Prevention (CDC), and the Department of War (DOW), lead\u00a0engagement with the Government of Kenya at national and county levels on G2G health\u00a0assistance, including Ministries of Health, Finance, and relevant oversight bodies.\u00a0
\n\tServe as a key liaison between U.S. Government agencies and Kenyan government counterparts to promote accountability, transparency, and shared ownership of health outcomes.\u00a0<\/p>\n
Program Design and Oversight\u00a0<\/p>\n
\tAdvise on\u00a0the design of G2G agreements, including scope, performance metrics, risk mitigation strategies, and sustainability considerations.\u00a0
\n\tEnsure G2G programs are technically sound, fiscally responsible, and aligned with host government health strategies and systems.\u00a0
\n\tSupport integration and coherence across disease-specific programs to maximize impact and reduce fragmentation under G2G modalities.\u00a0<\/p>\n
Risk Management, Compliance, and Accountability\u00a0<\/p>\n
\tIdentify, assess, and mitigate fiduciary, programmatic, and operational risks associated with direct G2G\u00a0assistance.\u00a0
\n\tAdvise on compliance with U.S. Government regulations, policies, and reporting requirements related to foreign\u00a0assistance\u00a0and G2G agreements.\u00a0
\n\tSupport the development and monitoring of performance indicators, financial controls, and accountability mechanisms for G2G programs.\u00a0<\/p>\n
Monitoring, Evaluation, and Learning\u00a0<\/p>\n
\tSupport monitoring, evaluation, and learning (MEL) frameworks for G2G health\u00a0assistance\u00a0to track progress, results, and value for money.\u00a0
\n\tAnalyze performance data and provide evidence-based recommendations to improve program effectiveness and inform future funding decisions.\u00a0
\n\tCapture and\u00a0disseminate\u00a0lessons learned and best practices from G2G implementation to inform broader OFA and interagency efforts.\u00a0<\/p>\n
\u00a0Interagency and Internal Coordination:\u00a0<\/p>\n
\tCoordinate closely with\u00a0the health interagency in Nairobi\u00a0and other U.S. Government agencies involved in health\u00a0assistance\u00a0as well as the Global Health Security and Diplomacy (GHSD) office in Washington DC.\u00a0\u00a0
\n\tContribute to briefings, reports, and decision memos for senior U.S. Government leadership related to G2G health\u00a0assistance.\u00a0<\/p>\n
Required Competencies:<\/p>\n
\tThe\u00a0Senior Advisor\u00a0must be able to exercise broad knowledge of USG\u00a0laws and policies related to G2G foreign\u00a0assistance\u00a0and risk mitigation strategies.\u00a0\u00a0
\n\tLevel and Purpose of Contacts:\u00a0Maintain\u00a0professional and effective working and senior level contacts with internal and external stakeholders including\u00a0USG\u00a0and\u00a0Government of Kenya officials.\u00a0
\n\tTravel Requirements:\u00a0The employee must be available and able to travel within Kenya, and regionally. Travel may\u00a0represent\u00a0up to 10% of\u00a0the total\u00a0work time.\u00a0<\/p>\n
Required Skills and Qualifications:\u00a0
\nThe\u00a0Senior Advisor\u00a0must meet the following requirements in education and professional experience:\u00a0<\/p>\n
\tEducation:\u00a0A\u00a0master\u2019s or doctoral level graduate degree or equivalent level in law, public policy, or public administration.\u00a0\u00a0
\n\tProfessional Experience: The\u00a0Senior Advisor\u00a0is\u00a0required to\u00a0have a minimum of ten years of experience performing\u00a0legal analysis,\u00a0policy analysis\u00a0and\/or G2G implementation. Experience with US\u00a0government\u00a0health programming for a minimum of ten years is\u00a0desirable. A strong working knowledge of US\u00a0government\u00a0policies and programming and Kenyan government policies and laws is\u00a0required.\u00a0\u00a0
\n\tThe\u00a0Senior Advisor\u00a0must have excellent interpersonal and networking skills and the ability to liaise authoritatively with representatives from the local government, USG, and other relevant actors.\u00a0\u00a0<\/p>\n
