Technical Support"},"content":{"rendered":"<p>Key Responsibilities:<\/p>\n<p>Global Programming Quality &amp; Standards<\/p>\n<p>\tEstablish, maintain, and enforce global programming quality standards across all programmatic pillars.<br \/>\n\tDefine minimum technical requirements for program design, implementation, and learning.<br \/>\n\tLead program quality reviews and oversee corrective action planning.<br \/>\n\tServe as final technical authority for new program models and major adaptations.<br \/>\n\tIdentify systemic program risks and implement mitigation strategies<\/p>\n<p>Technical Leadership &amp; Country Office Support<\/p>\n<p>\tProvide strategic and hands-on technical assistance during program start-up, scale-up, and recovery.<br \/>\n\tDeploy technical expertise to fragile, complex or high-risk operating environments.<br \/>\n\tSupport country offices in transitioning from activity-based to outcome-driven programming.<br \/>\n\tGuide program redesign when performance gaps or risks are identified<br \/>\n\tProvide technical leadership during program transitions, restructuring, or scale expansion<\/p>\n<p>Program Design, Innovation &amp; Evidence<\/p>\n<p>\tLead development of evidence-based program models aligned with global best practices.<br \/>\n\tStrengthen program design methodologies and technical rigor across the organization<br \/>\n\tEnsure alignment with Sustainable Development Goals (SDGs) and donor technical expectations.<br \/>\n\tDrive innovation, adaptive programming approaches, and continuous improvement.<br \/>\n\tPromote scalable program models that support organizational growth<\/p>\n<p>\u00a0Proposal Technical Leadership &amp; Donor Readiness<\/p>\n<p>\tServe as technical lead or senior reviewer for major funding proposals.<br \/>\n\tEnsure technical rigor, feasibility and competitiveness in all major submissions.<br \/>\n\tSupport donor technical engagement and site visits.<\/p>\n<p>MEAL Integration &amp; Adaptive Learning<\/p>\n<p>\tEnsure technical alignment between program design and MEAL frameworks<br \/>\n\tPromote strong program logic, indicators, and measurement systems<br \/>\n\tSupport adaptive management and learning-informed decision making<br \/>\n\tStrengthen feedback loops between implementation and program improvement<br \/>\n\tCollaborate closely with MEAL leadership to strengthen impact measurement<\/p>\n<p>Capacity Building &amp; Talent Development<\/p>\n<p>\tStrengthen technical capacity across countries and regional teams.<br \/>\n\tDevelop technical guidance, tools, and learning resources<br \/>\n\tIdentify technical skill gaps and recommend structural solutions.<br \/>\n\tSupport development of technical communities of practice<br \/>\n\tCoach and mentor technical and program leadership across regions<\/p>\n<p>Authority &amp; Decision Rights: <\/p>\n<p>The Vice President, Programming Quality and Technical Support has the authority to:<\/p>\n<p>\tApprove or reject program models based on technical quality.<br \/>\n\tRequire corrective actions when programming standards are not met.<br \/>\n\tEstablish and update global technical standards.<br \/>\n\tProvide final technical sign-off on major proposals.<br \/>\n\tDeploy technical support resources across country offices<br \/>\n\tEscalate program quality risks directly to the President, International Programming and Operations.<\/p>\n<p>Core Competencies: <\/p>\n<p>\tTechnical Leadership &amp;
