Global Programming Quality & Standards<\/p>\n
\tEstablish, maintain, and enforce global programming quality standards across all programmatic pillars.
\n\tDefine minimum technical requirements for program design, implementation, and learning.
\n\tLead program quality reviews and oversee corrective action planning.
\n\tServe as final technical authority for new program models and major adaptations.
\n\tIdentify systemic program risks and implement mitigation strategies<\/p>\n
Technical Leadership & Country Office Support<\/p>\n
\tProvide strategic and hands-on technical assistance during program start-up, scale-up, and recovery.
\n\tDeploy technical expertise to fragile, complex or high-risk operating environments.
\n\tSupport country offices in transitioning from activity-based to outcome-driven programming.
\n\tGuide program redesign when performance gaps or risks are identified
\n\tProvide technical leadership during program transitions, restructuring, or scale expansion<\/p>\n
Program Design, Innovation & Evidence<\/p>\n
\tLead development of evidence-based program models aligned with global best practices.
\n\tStrengthen program design methodologies and technical rigor across the organization
\n\tEnsure alignment with Sustainable Development Goals (SDGs) and donor technical expectations.
\n\tDrive innovation, adaptive programming approaches, and continuous improvement.
\n\tPromote scalable program models that support organizational growth<\/p>\n

\tServe as technical lead or senior reviewer for major funding proposals.
\n\tEnsure technical rigor, feasibility and competitiveness in all major submissions.

MEAL Integration & Adaptive Learning<\/p>\n
\tEnsure technical alignment between program design and MEAL frameworks
\n\tPromote strong program logic, indicators, and measurement systems
\n\tSupport adaptive management and learning-informed decision making
\n\tStrengthen feedback loops between implementation and program improvement
\n\tCollaborate closely with MEAL leadership to strengthen impact measurement<\/p>\n
Capacity Building & Talent Development<\/p>\n
\tStrengthen technical capacity across countries and regional teams.
\n\tDevelop technical guidance, tools, and learning resources
\n\tIdentify technical skill gaps and recommend structural solutions.
\n\tSupport development of technical communities of practice
\n\tCoach and mentor technical and program leadership across regions<\/p>\n
Authority & Decision Rights: <\/p>\n
The Vice President, Programming Quality and Technical Support has the authority to:<\/p>\n
\tApprove or reject program models based on technical quality.
\n\tRequire corrective actions when programming standards are not met.
\n\tEstablish and update global technical standards.
\n\tProvide final technical sign-off on major proposals.
\n\tDeploy technical support resources across country offices
\n\tEscalate program quality risks directly to the President, International Programming and Operations.<\/p>\n

Required: <\/p>\n
\t12\u201315+ years of international development experience.

\n\tStrong background in food security and nutrition.
\n\tProven experience with U.S. Government funding and large institutional donors.
\n\tExperience across multiple countries and complex operating environments.<\/p>\n
