Duties and Responsibilities <\/p>\n
The individual consultant in Adaptation Monitoring and Review, Knowledge Management and Technical Advice will:<\/p>\n
\t\u00a0Adaptation Monitoring and Review\u00a0Organizational recruitment services<\/p>\n
Liaise with research partners to: <\/p>\n
\treview and identify gaps in existing monitoring and evaluation systems (for example, the Environment and Natural Resources sector -Management Information System (ENR-MIS \/ RBM system of the Ministry of Environment (MoE))
\n\tidentify additional relevant indicators for the monitoring of adaptation outcomes.
\n\tDevelop a framework on adaptation indicators, targets and means of verification that have been used in the country and are aligned to the GGA framework.
\n\tDevelop guidelines and training material for the application of the national adaptation monitoring and reporting framework by technical staff in sector ministries, ministry of planning and finance, national bureau of statistics and other relevant national and subnational institutions, based on the current government monitoring frameworks.
\n\tAlign all adaptation indicators in the updated Nationally Determined Contribution (NDC) for Rwanda with ENR-MIS \/RBM system and the adaptation monitoring framework compiled above.
\n\tClearly define responsibilities and roles for the monitoring of the adaptation indicators defined under ENR-MIS system including any additional ones.
\n\tWork with relevant productive and development sectors towards the effective mainstreaming of climate adaptation metrics, agreed indicators and targets performance frameworks.
\n\tFacilitate the mainstreaming of outcome-level performance indicators developed above into sectoral monitoring frameworks and the performance framework used by MINECOFIN, by proposing revisions and\/or additions to existing outcome-level indicators so that the assessment of efficiency and effectiveness of climate expenditures is facilitated.<\/p>\n
Project technical advice<\/p>\n
\tUndertake technical review and provide quality assurance of project outputs (e.g., technical reports, studies and assessments).
\n\tSupport in the preparation of the annual Project Implementation Reports (PIRs) and Half-Yearly Progress Reports (HYPRs).
\n\tUndertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
\n\tProvide overall technical backstopping support for the project.
\n\tProvide advice on best suitable approaches and methodologies for the timely achievement of project targets and objectives.
\n\tSupport knowledge management, communications and awareness raising activities, and documentation of lessons from project implementation.
\n\tAssist the PM in planning the implementation of project activities, and in adjusting the project Results Framework, Work Plan and Budget as required and in line with corporate requirements.
\n\tAssist in strengthening the technical quality of project M&E systems (including AWPs, indicators and targets).
\n\tWhere requested, advise the PM in liaison work with project partners, donor organizations, NGOs and other groups to ensure the effective coordination of project activities.
\n\tSupport the generation of reports to the Project Steering Committee (PSC) and provide professional inputs to management reports, including relevant sections of the annual PIR reports to the donor.
\n\tProvide advice to the Project Steering Committee and the UNEP Task Manager, as needed. The consultant will report to the CCAU Chief of Unit<\/p>\n
Qualifications\/special skills\u00a0<\/p>\n
\tAt least a Master’s degree in climate change; environmental science, planning or management; disaster risk management; natural resources management; knowledge management; or project management is required.
\n\tA first level university degree (bachelor or equivalent) with two (2) additional years of professional experience will be accepted in lieu of a Master’s degree A minimum of two (2) years\u2019 experience in a senior technical position for planning and management of climate change; environmental; and\/or natural resources management programs in developing countries is required.
\n\tSolid technical knowledge of climate change adaptation planning; monitoring and evaluation; knowledge management; ecosystem-based adaptation approaches; and climate risk management is required.
\n\tPrevious similar experience in provision of technical support to complex internationally funded multilateral projects is required.
\n\tExperience of GEF and\/or GCF projects is desirable.
\n\tPrevious work experience in providing technical support to governments in Rwanda or East Africa is desirable<\/p>\n
