The MEAL Specialist will play a key role in\u00a0supporting the implementation, learning, and continuous improvement of the Small and Growing Businesses (SGB) Framework, the Terwilliger Center\u2019s global approach to identifying, supporting, and learning from enterprises with solutions for affordable housing via direct support and capital mobilization. This position strengthens the systems, evidence, and coordination needed to align global strategy with regional implementation. The role will also\u00a0contribute to MEAL and learning efforts connected to the Shelter Venture Fund (SVF), the Center\u2019s mechanism for deploying investment into housing SGBs, ensuring coherence between the SGB framework and investment-related evidence. The MEAL Specialist will\u00a0help advance learning, insights, and network engagement that elevate the Center\u2019s ability to support SGBs,\u00a0influence entrepreneurial ecosystems, and inform future program design. Specifically this role\u00a0designs and implements MEAL systems for impact investment portfolios and SGB programs, ensuring evidence-based decision-making and will contribute to global learning agendas, donor reporting, and impact measurement frameworks aligned with GIIN\/IRIS+ standards.<\/p>\n
Design and implement the MEAL framework for the SGB framework 30%<\/p>\n
\tDevelop results chains\/frameworks for SGB framework and Shelter Venture Fund investments.
\n\tEnsure alignment with global impact measurement standards (IRIS+, SDG indicators).
\n\tSupports SGB team in target setting for annual and multi-year projections and puts a rigorous but realistic plan in place to track and monitor against these targets.<\/p>\n
Ensure Data Quality and Insight Generation to support the SGB framework and strengthen evidence of uptake 30%<\/p>\n
\tWorking with global MEAL, geographic MEAL and SGB leads, lead rigorous data collection, validation, and analysis using mixed methods.
\n\tLead stakeholder reporting requirements and ensure integrity of reporting.
\n\tProduce dashboards and learning briefs for internal strategy and external stakeholders.<\/p>\n
Learning and Knowledge Management 20%<\/p>\n
\tFacilitate learning loops across regions; synthesize cross-portfolio insights.
\n\tTranslate evidence into actionable recommendations for the SGB framework, including investment insights and program design.

Minimum Requirements
\nEducation<\/p>\n
\tMaster\u2019s in Monitoring & Evaluation, Development Economics, Statistics, Impact Measurement, or related field.<\/p>\n
Years of Related Experience<\/p>\n
\tMinimum 5 years in MEAL roles, including impact investing or enterprise development contexts.
\n\tProven ability to design and implement MEAL systems.<\/p>\n
