The primary objective is to strengthen hiring assurance through high-quality, reliable, and insightful background and reference checks.
\nSpecifically, the partner will:<\/p>\n
\tVerify candidate information provided during recruitment processes
\n\tIdentify and clearly flag potential risks (reputational, integrity, or compliance-related)
\n\tSupport safeguarding, governance, and donor accountability requirements
\n\tEnable informed, risk-aware hiring decisions through both data and professional judgement<\/p>\n
Scope of Work and Deliverables<\/p>\n
\tThe selected partner will provide\u00a0end-to-end background and reference check services, including but not limited to:<\/p>\n
Core Checks<\/p>\n
\tEmployment history verification
\n\tAcademic and professional qualification verification
\n\tIdentity verification
\n\tCriminal record checks (where legally permissible)
\n\tProfessional reference checks (including senior-level referencing where required)<\/p>\n
Enhanced \/ Executive-Level Checks<\/p>\n
\tPolitically Exposed Person (PEP) screening
\n\tGlobal watchlist and sanctions checks
\n\tLitigation and court record checks (where accessible)
\n\tMedia and reputational scans (including adverse media)
\n\tSocial media checks (where appropriate and compliant)<\/p>\n
Contextual & Insight-Based Reporting<\/p>\n
\tIdentification and escalation of potential risks, inconsistencies, or reputational signals
\n\tClear differentiation between:
\n\tVerified findings
\n\tUnverified but relevant signals
\n\tProfessional judgement on risk level and relevance<\/p>\n
Deliverables<\/p>\n
\tComprehensive, structured background check reports per candidate
\n\tClear flagging and categorisation of risks (e.g. low \/ moderate \/ high)
\n\tDefined turnaround times (target: 3\u20135 working days for standard checks; timelines for enhanced checks to be agreed)
\n\tPeriodic summary reports (monthly\/quarterly), including:
\n\tVolume of checks
\n\tRisk trends
\n\tTurnaround performance<\/p>\n
Methodology<\/p>\n
The partner is expected to adopt a rigorous, ethical, and compliant approach, including:<\/p>\n
\tObtaining and verifying candidate consent prior to checks
\n\tUse of credible, verifiable, and diverse data sources
\n\tStrong triangulation of information, especially for senior roles
\n\tClear escalation protocols for discrepancies or sensitive findings
\n\tSecure handling, storage, and transmission of personal data
\n\tFull compliance with:
\n\tLocal data protection laws
\n\tInternational standards (e.g. GDPR-equivalent frameworks)<\/p>\n
Reporting and Engagement Model<\/p>\n
\tThe partner will report to the Talent & Capability Management Team (or designate)
\n\tA dedicated account manager \/ point of contact is required
\n\tRegular engagement will include:
\n\tOperational check-ins
\n\tPeriodic performance reviews
\n\tContinuous improvement discussions<\/p>\n
Qualifications and Experience<\/p>\n
Interested partners should demonstrate:<\/p>\n
\tProven experience delivering\u00a0multi-country background checks, particularly in Africa
\n\tStrong understanding of\u00a0regulatory and data protection environments\u00a0across regions
\n\tExperience supporting\u00a0NGOs, INGOs, or complex multi-country organizations
\n\tAbility to handle\u00a0senior and executive-level screening
\n\tAccess to\u00a0reliable verification networks and databases
\n\tCapacity to provide\u00a0insight, not just data<\/p>\n
