NPSA 6"},"content":{"rendered":"<p>Scope of Work<\/p>\n<p>Administer and implement HR strategies and policies in full compliance with UN Women rules, regulations, and HR policies and guidelines:<\/p>\n<p>\tProvide general, standard information to the management and staff on HR strategies, rules and regulations;<br \/>\n\tIdentify ways in which the administrative needs can be met within existing policies; interpret processes and procedures, anticipate and manage operational requirements;<br \/>\n\tFacilitate responses to audit findings recommendations and prepare written response to queries concerning HR related matters.\u00a0<\/p>\n<p>Provide HR administrative and logistical services in full compliance with UN Women rules, regulations, and HR policies and guidelines:<\/p>\n<p>\tProvide administrative coordination in the extension of contracts, processing of national benefits and allowances, and entitlements;<br \/>\n\tInput and track all transactions related to positions, recruitment, benefits, earnings\/deductions, retroactivities, recoveries, adjustments and separations through Quantum system for Somalia Country Programme;<br \/>\n\tAssume overall responsibility for leave management; record management for Somalia Country Programme;<br \/>\n\tCreate\/update entries of suppliers, PO and Receipts in Quantum system;<br \/>\n\tGenerate a variety of standard and non-standard statistical and other reports from various databases;<br \/>\n\tImplement staff well-being initiatives, ensuring open and transparent communication on all related matters;<br \/>\n\tCoordinate \u00a0onboarding and Protocol process of new personnel, including induction schedule, documentation, system access, office orientation, security briefing and other administrative arrangements in coordination with relevant teams;\u00a0<br \/>\n\tSupport offboarding processes, including staff checkouts, handover, final leave reconciliation for Somalia, return of assets, exit survey, and separation documentation.\u00a0<br \/>\n\tAssist in organizing staff meetings, retreats and internal communication activities;<br \/>\n\tSupport staff surveys and follow-up actions, as required.<\/p>\n<p>Facilitate and coordinate recruitment processes in full compliance with UN Women rules, regulations, and HR policies and guidelines:<\/p>\n<p>\tDraft job descriptions and vacancy announcements; assist in reviewing and processing requests for classification;<br \/>\n\tScreen candidates and facilitate and participate in interview panels as necessary;<br \/>\n\tPrepare recruitment recommendations\/supporting documentation for the Central Review Board (CRB);<br \/>\n\tPrepare position establishment for Somalia Programme Office, and for other units as necessary, liaise with headquarters and assure that action is completed;<br \/>\n\tProvide advice to local recruitment in programmes\/projects;<br \/>\n\tTrack and prepare periodic recruitment status updates and management reports;<br \/>\n\tEnsure systematic filing, record\u2011keeping, and archiving of recruitment documentation in line with records management, audit, and data protection requirements.<br \/>\n\tSupport audit readiness by ensuring that HR files are complete, properly maintained, and accessible for review;<br \/>\n\tAssist in collecting HR documentation required for internal and external audits;\u00a0<br \/>\n\tMaintain trackers for HR-related audit recommendations, management responses, action plans, and implementation status;\u00a0<br \/>\n\tSupport periodic self-checks of HR files to confirm compliance with policies, recruitment procedures, contract approval requirements, and documentation standards;<br \/>\n\tSupport documentation of exceptions, waivers, justifications, and approvals, where applicable;<br \/>\n\tContribute to strengthening HR internal controls and risk mitigation measures.<\/p>\n<p>Compliance and Internal Control Support for Somalia Country Office:<\/p>\n<p>\tSupport audit readiness by ensuring that HR files are complete, properly maintained, and accessible for review;<br \/>\n\tAssist in collecting HR documentation required for internal and external audits;\u00a0<br \/>\n\tMaintain trackers for HR-related audit recommendations, management responses, action plans, and implementation status;\u00a0<br \/>\n\tSupport periodic self-checks of HR files to confirm compliance with policies, recruitment procedures, contract approval requirements, and documentation standards;<br \/>\n\tSupport documentation of exceptions, waivers, justifications, and approvals, where applicable;<br \/>\n\tContribute to strengthening HR internal controls and risk mitigation measures.<\/p>\n<p>The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the organization.<\/p>\n<p>Competencies:<\/p>\n<p>Core Values:<\/p>\n<p>\tIntegrity;<br \/>\n\tProfessionalism;<br \/>\n\tRespect for Diversity.<\/p>\n<p>Core Competencies:<\/p>\n<p>\tAwareness and Sensitivity Regarding Gender Issues;<br \/>\n\tAccountability;<br \/>\n\tCreative Problem Solving;<br \/>\n\tEffective Communication;<br \/>\n\tInclusive Collaboration;<br \/>\n\tStakeholder Engagement;<br \/>\n\tLeading by Example.<\/p>\n<p>Functional Competencies:<\/p>\n<p>\tStrong knowledge of HR administration, processes and policies;<br \/>\n\tAbility to administer and execute administrative processes and transactions;<br \/>\n\tAbility to handle information of a confidential nature;<br \/>\n\tAbility to provide inputs to business processes re-engineering, implementation of new systems;<br \/>\n\tGood quantitative skills;
