Duties and responsibilities entail;<\/p>\n
\tDeveloping and overseeing the implementation of a dynamic Finance strategy that is able to deliver exemplary services and results as envisioned in the strategic plan;
\n\tDevelop the Council\u2019s budget and continuously monitor and evaluate its implementation;
\n\tGiving oversight to the Council\u2019s financial affairs and advise the Council on financial planning strategies and policies;
\n\tEnsuring effective and efficient management of the Council\u2019s resources including finances and other assets and liabilities;
\n\tEnsuring the provision of meaningful, accurate and timely financial and management accounts and reports to the Chief Executive Officer and the Council;
\n\tNegotiating with banks, donors and development partners for appropriate support;
\n\tParticipating in the development and review of the Council strategic plan;<\/p>\n
Requirements for appointment<\/p>\n
For appointment to this grade, an officer must have: –<\/p>\n
\tAt least fifteen (15) years\u2019 work experience three (3) of which must be at grade of Assistant Director, Finance and Accounts or in a comparable position;
\n\tBachelor\u2019s Degree in Commerce, Business Management, Business Administration (Accounting or Finance option) or its equivalent qualifications from a recognized institution;
\n\tMaster\u2019s Degree in any of the following disciplines: – Business Administration (Finance or Accounts option) or any other related field from a recognized University or institution;
\n\tMust have Certified Public Accountants (CPA-K)\/ Association of Chartered Certified Accountants (ACCA) or their equivalent;
\n\tMembership in good standing of the Institute of Certified Public Accountants of Kenya (ICPAK);
\n\tLeadership course lasting not less four (4) weeks;
\n\tPracticing license with institute of Public Accountants of Kenya (ICPAK);\u00a0and
\n\tProficiency in computer applications.<\/p>\n
