Our client,\u00a0Human Trafficking Institute (HTI),\u00a0is preparing to begin a program in Kenya and is seeking an\u00a0Assistant\u00a0Legal Advisor\u00a0consultant\u00a0to provide context-specific justice system advice, legal research and programmatic support to assist HTI in launching its program.\u00a0\u00a0The Consultant will provide legal research and drafting support in preparing resources, tools and reports for the program, as well as assisting HTI\u2019s staff in connecting and engaging with relevant government and sector stakeholders. The individual must have demonstrated experience working within Kenya\u2019s criminal justice system, as the role requires close collaboration with the Office of the Director of Public Prosecutions (ODPP), the Directorate of Criminal Investigations (DCI), and other justice sector partners to advance HTI\u2019s mission to combat trafficking in persons (TIP).<\/p>\n
KEY DELIVERABLES:<\/p>\n
\tPreparing Monthly Legal Briefs summarizing statutory, regulatory, policy, and customary law developments.
\n\tPreparing a Case Progression Tracking Report covering TIP cases within the criminal justice pipeline.
\n\tMonthly Program Support Reporting, outlining legal guidance provided, risks identified, and mitigation recommendations.
\n\tMaintaining Stakeholder Engagement Logs, including:
\n\tAll meetings attended with ODPP, DCI, civil society, and other partners.
\n\tMeetings attended jointly and\/or on behalf of the Country Director (CD).
\n\tOutcomes, action points, and follow-up.
\n\tPreparing Two Research Memos on assigned legal, policy, or contextual topics relating to TIP.
\n\tTraining & Resource Inputs, i.e.,
\n\tDesk Review of existing resources, guidelines, and tools.
\n\tResource plan, identifying resources\/tools needed to support HTI\u2019s training and proposed outlines.
\n\tDraft resources based on approved resource plan.
\n\tSupport ongoing curriculum development.
\n\tPreparing Criminal Justice Data Report assessing strengths and weaknesses of current case tracking and data collection methods of the criminal justice system on TIP cases.
\n\tQuarterly, Annual, and Donor Reporting Support, i.e.,
\n\tThe Consultant will provide written inputs for HTI\u2019s reporting cycles.
\n\tQuarterly reporting contributions and drafting (legal analysis, case updates, stakeholder summaries).
\n\tAnnual reporting inputs related to legal trends, policy shifts, and justice sector collaboration.
\n\tDonor narrative inputs, including case summaries, and programmatic insights.<\/p>\n
Compliance & Confidentiality:<\/p>\n
\tDue to the nature of the work by HTI, the consultant must maintain strict confidentiality of all sensitive and privileged information.\u00a0\u00a0This includes adhering to HTI safeguarding, conduct, and data protection standards.<\/p>\n
EDUCATIONAL QUALIFICATIONS & CAREER EXPERIENCE:<\/p>\n
\tBachelor of Laws (LLB) from a recognized university.
\n\tAdvocate of the High Court of Kenya (Bar admission required).
\n\tMinimum 5 years\u2019 experience working with Kenyan legal frameworks.
\n\tTraining or experience in human trafficking, child protection, governance, or legislative reform.
\n\tStrong familiarity with the Counter Trafficking in Persons Act and Penal Code (Cap. 63).
\n\tExperience translating legal and policy issues into practical operational guidance.
\n\tExperience coordinating across diverse stakeholders, including senior level engagements.
\n\tExperience in program development, project management, or capacity building.
\n\tExperience working with international organizations or multicultural teams.
\n\tExtensive experience working in the criminal justice system<\/p>\n
