executive officer shall be the accounting and authorized officer responsible for the overall leadership, management, strategic direction, and administration of coast general teaching and referral hospital.<\/p>\n<p>Key responsibilities shall include:<br \/>\nStrategic leadership and governance<\/p>\n<p>\tProvide overall strategic leadership and direction for the hospital in line with national and county health policies.<br \/>\n\tSpearhead formulation, implementation, and review of hospital policies, procedures, strategies, standards, and operational guidelines.<br \/>\n\tEnsure good corporate governance, integrity, transparency, and accountability in hospital operations.<br \/>\n\tServe as secretary to the hospital management board and represent the hospital in government and stakeholder forums.<br \/>\n\tChampion national values and principles of public service.<\/p>\n<p>Health service delivery and clinical excellence<\/p>\n<p>\tCoordinate and oversee the provision of specialized referral and clinical services.<br \/>\n\tEnsure continuous improvement in quality, patient safety, and healthcare outcomes.<br \/>\n\tPromote implementation of service charters and improvement in patient satisfaction.<br \/>\n\tPromote adherence to national healthcare quality assurance policies, clinical standards, and internal clinical audits.<br \/>\n\tSteer the hospital towards achievement of recognized healthcare quality accreditation standards.<\/p>\n<p>3Strategic planning and policy implementation<\/p>\n<p>\tGuide development and implementation of the hospital\u2019s strategic plan aligned with national health priorities and development frameworks.<br \/>\n\tOversee preparation and implementation of annual work plans and departmental work plans.<br \/>\n\tEnsure achievement of performance contract targets and institutional performance management systems.<\/p>\n<p>Human resource management and organizational development<\/p>\n<p>\tProvide leadership in human resource management, staff development, and performance management.<br \/>\n\tPromote staff motivation, professional development, and positive workplace climate.<br \/>\n\tEnsure compliance with labor laws and human resource management policies.<br \/>\n\tPromote affirmative action, inclusivity, and equitable opportunities in staffing.<\/p>\n<p>Financial and resource management<\/p>\n<p>\tServe as accounting officer responsible for prudent utilization and accountability of hospital resources.<br \/>\n\tOversee preparation and implementation of hospital budgets and financial plans.<br \/>\n\tEnsure effective financial management in accordance with government financial regulations and procedures.<br \/>\n\tEstablish internal monitoring, financial control, and audit compliance systems.<br \/>\n\tMobilize financial resources and support sustainability of hospital operations.<\/p>\n<p>Infrastructure and asset management<\/p>\n<p>\tOversee protection, development, and maintenance of hospital infrastructure, medical equipment, and facilities.<br \/>\n\tEnsure effective management of institutional assets and resources.<\/p>\n<p>Partnerships, collaboration and resource mobilization<\/p>\n<p>\tEstablish strategic partnerships with government agencies, development partners, academic institutions, and stakeholders.<br \/>\n\tPromote collaboration for training, research, and service delivery.<br \/>\n\tMobilize resources and technical support to strengthen hospital programs.<\/p>\n<p>Research, innovation and ict integration<\/p>\n<p>\tPromote research, innovation, and technology transfer in the delivery of healthcare services.<br \/>\n\tEnsure adoption and integration of ict systems to improve hospital management, patient care, and operational efficiency.<\/p>\n<p>Performance management and organizational culture<\/p>\n<p>\tPromote a culture of accountability, performance, and ethical conduct.<br \/>\n\tEnsure implementation of performance contracts and staff appraisal systems.<br \/>\n\tConduct patient, staff, and workplace satisfaction surveys and implement recommendations.<\/p>\n<p>Occupational health, safety and risk management<\/p>\n<p>\tEnsure implementation of occupational health and safety standards and disaster preparedness systems.<br \/>\n\tEnsure safety and security of hospital staff, patients, and visitors.<\/p>\n<p>Public relations and corporate image<\/p>\n<p>\tPromote and safeguard the corporate image and reputation of the hospital.<br \/>\n\tEngage stakeholders and the public in support of hospital programs and services.<\/p>\n<p>Requirements &amp; Qualifications<\/p>\n<p>To qualify for appointment, a candidate must:<\/p>\n<p>\tBachelor\u2019s degree in any of the following fields: medicine and surgery, nursing, public health, health information management systems, economics, business administration, business management, public administration or its equivalents from a recognized institution.<br \/>\n\tMust possess a master\u2019s degree in medical related field or an equivalent qualification from a recognized institution.<br \/>\n\tA registered member of a relevant professional body.<br \/>\n\tHave a distinguished career with at least ten (10) years of experience in a senior management position in either the public or private sector.<br \/>\n\tDemonstrate proven experience in hospital administration, health systems management, and the implementation of organizational change.<br \/>\n\tExhibit high levels of professional competence, managerial capability, and strategic leadership skills.<br \/>\n\tBe proficient in computer applications and modern information management
