Job Description<\/p>\n
\tThe chief executive officer shall be the accounting and authorized officer responsible for the overall leadership, management, strategic direction, and administration of coast general teaching and referral hospital.<\/p>\n
Key responsibilities shall include:
\nStrategic leadership and governance<\/p>\n
\tProvide overall strategic leadership and direction for the hospital in line with national and county health policies.
\n\tSpearhead formulation, implementation, and review of hospital policies, procedures, strategies, standards, and operational guidelines.
\n\tEnsure good corporate governance, integrity, transparency, and accountability in hospital operations.
\n\tServe as secretary to the hospital management board and represent the hospital in government and stakeholder forums.
\n\tChampion national values and principles of public service.<\/p>\n
Health service delivery and clinical excellence<\/p>\n
\tCoordinate and oversee the provision of specialized referral and clinical services.
\n\tEnsure continuous improvement in quality, patient safety, and healthcare outcomes.
\n\tPromote implementation of service charters and improvement in patient satisfaction.
\n\tPromote adherence to national healthcare quality assurance policies, clinical standards, and internal clinical audits.
\n\tSteer the hospital towards achievement of recognized healthcare quality accreditation standards.<\/p>\n
3Strategic planning and policy implementation<\/p>\n
\tGuide development and implementation of the hospital\u2019s strategic plan aligned with national health priorities and development frameworks.
\n\tOversee preparation and implementation of annual work plans and departmental work plans.
\n\tEnsure achievement of performance contract targets and institutional performance management systems.<\/p>\n
Human resource management and organizational development<\/p>\n
\tProvide leadership in human resource management, staff development, and performance management.
\n\tPromote staff motivation, professional development, and positive workplace climate.
\n\tEnsure compliance with labor laws and human resource management policies.
\n\tPromote affirmative action, inclusivity, and equitable opportunities in staffing.<\/p>\n
Financial and resource management<\/p>\n
\tServe as accounting officer responsible for prudent utilization and accountability of hospital resources.
\n\tOversee preparation and implementation of hospital budgets and financial plans.
\n\tEnsure effective financial management in accordance with government financial regulations and procedures.
\n\tEstablish internal monitoring, financial control, and audit compliance systems.
\n\tMobilize financial resources and support sustainability of hospital operations.<\/p>\n
Infrastructure and asset management<\/p>\n
\tOversee protection, development, and maintenance of hospital infrastructure, medical equipment, and facilities.
\n\tEnsure effective management of institutional assets and resources.<\/p>\n
Partnerships, collaboration and resource mobilization<\/p>\n
\tEstablish strategic partnerships with government agencies, development partners, academic institutions, and stakeholders.
\n\tPromote collaboration for training, research, and service delivery.
\n\tMobilize resources and technical support to strengthen hospital programs.<\/p>\n
Research, innovation and ict integration<\/p>\n
\tPromote research, innovation, and technology transfer in the delivery of healthcare services.
\n\tEnsure adoption and integration of ict systems to improve hospital management, patient care, and operational efficiency.<\/p>\n
Performance management and organizational culture<\/p>\n
\tPromote a culture of accountability, performance, and ethical conduct.
\n\tEnsure implementation of performance contracts and staff appraisal systems.
\n\tConduct patient, staff, and workplace satisfaction surveys and implement recommendations.<\/p>\n
Occupational health, safety and risk management<\/p>\n
\tEnsure implementation of occupational health and safety standards and disaster preparedness systems.
\n\tEnsure safety and security of hospital staff, patients, and visitors.<\/p>\n
Public relations and corporate image<\/p>\n
\tPromote and safeguard the corporate image and reputation of the hospital.
\n\tEngage stakeholders and the public in support of hospital programs and services.<\/p>\n
Requirements & Qualifications<\/p>\n
To qualify for appointment, a candidate must:<\/p>\n
\tBachelor\u2019s degree in any of the following fields: medicine and surgery, nursing, public health, health information management systems, economics, business administration, business management, public administration or its equivalents from a recognized institution.
\n\tMust possess a master\u2019s degree in medical related field or an equivalent qualification from a recognized institution.
\n\tA registered member of a relevant professional body.
\n\tHave a distinguished career with at least ten (10) years of experience in a senior management position in either the public or private sector.
\n\tDemonstrate proven experience in hospital administration, health systems management, and the implementation of organizational change.
\n\tExhibit high levels of professional competence, managerial capability, and strategic leadership skills.
\n\tBe proficient in computer applications and modern information management systems.
\n\tMeet the requirements of chapter six of the constitution of kenya on leadership and integrity.<\/p>\n
