Key tasks include:\u00a0<\/p>\n<p>Inception &amp; Planning\u00a0(5 days)\u00a0<\/p>\n<p>\tReview\u00a0relevant materials, including:\u00a0<br \/>\n\tThe\u202fACE Toolkit (2013)\u00a0<br \/>\n\tACE Survey 2025\u202fresults\u00a0<br \/>\n\tExisting tools annexes and templates\u00a0<br \/>\n\tField Handbook on Unaccompanied and Separated Children\u00a0(UASC), and\u00a0Toolkit on Unaccompanied and Separated Children\u00a0(UASC)\u00a0<br \/>\n\tLatest\u00a0global and inter-agency guidance including\u00a0the UN Guidelines for the Alternative Care of Children,\u00a0CPMS and key resources, such as those\u00a0from\u00a0the Alliance, UNICEF, UNHCR,\u00a0GPC,\u00a0key INGO\u00a0guidance\u00a0and\u00a0academic publications\u00a0<br \/>\n\tDevelop\u00a0an inception\u00a0note\u00a0with:\u00a0<br \/>\n\tAnnotated outline of revised toolkit\u00a0<br \/>\n\tMethodology and revision approach\u00a0<br \/>\n\tIdentification of tools to retire, replace, or update\u00a0<br \/>\n\tWorkplan and timeline for 40 consultancy days\u00a0<\/p>\n<p>Revision of Core ACE Guidance\u00a0(20 days)\u00a0\u00a0<\/p>\n<p>\tRevise\u00a0and, where necessary, rewrite and reorganize\u00a0the ACE Toolkit, ensuring:\u00a0<br \/>\n\tUp-to-date\u00a0evidence, terminology, and standards\u00a0<br \/>\n\tIntegration of\u00a0updated\u00a0case management\u00a0tools and practices\u00a0(aligned with\u00a0IM\u00a0principles and\u00a0BIP)\u00a0<br \/>\n\tPractical, user-friendly structure with clear steps\u00a0and\u00a0flow diagrams\u00a0<br \/>\n\tStronger emphasis on:\u00a0<br \/>\n\tCommunity-led and culturally grounded care models\u00a0<br \/>\n\tLocalization and capacity\u00a0sharing\u00a0<br \/>\n\tIntegration with national child protection systems\u00a0<br \/>\n\tDisability inclusion\u00a0in alternative care, gender, and intersectionality\u00a0<br \/>\n\tSafer digital practices, data protection, and interoperability\u00a0<br \/>\n\tSafeguarding in emergency placements\u00a0<br \/>\n\tEnsure alignment with survey feedback on language, accessibility, and usability.\u00a0<\/p>\n<p>Revision of Tools\u00a0and\u00a0Templates\u00a0(5 days)\u00a0<\/p>\n<p>\tReview all existing tools in the original toolkit (over 60) and:\u00a0<br \/>\n\tPropose to the ACE Task Team the tools that should be\u00a0updates\/removed\/added.\u00a0Based on the feedback\u00a0received:\u00a0\u00a0<br \/>\n\tUpdate relevant ones\u00a0<br \/>\n\tRemove outdated ones\u00a0<br \/>\n\tAdd new tools\u00a0and templates\u00a0based on practitioner requests\u00a0<br \/>\n\tEnsure tools reflect current standards for assessment, monitoring, reunification, caregiver support, reporting, and safeguarding\u00a0<br \/>\n\tProduce consistent formatting, instructions, and version control.\u00a0<\/p>\n<p>Consultation &amp; Validation\u00a0(5 days)\u00a0<\/p>\n<p>\tCollaborate closely with\u00a0the\u00a0UASC Task Force, most importantly the\u00a0ACE Task Team, IRC technical leads\u00a0and the Alliance leadership in reviewing the revised content and incorporating feedback based on consensus.\u00a0<br \/>\n\tParticipate in monthly technical review sessions\u00a0of the ACE Task Team\u00a0to present progress,\u00a0gather feedback, and adjust content;\u00a0\u00a0<br \/>\n\tOrganize\u00a0a final consultation workshop\u00a0<br \/>\n\tIncorporate broad inter-agency feedback from at least one wider consultation round (written or virtual workshop).\u00a0<\/p>\n<p>Finalization\u00a0(5 days)\u00a0<\/p>\n<p>\tProduce a finalized\u00a0ACE Toolkit, including:\u00a0<br \/>\n\tFull narrative text\u00a0<br \/>\n\tUpdated tools annex\u00a0<br \/>\n\tImplementation guidance and roll-out recommendations, including for capacity strengthening through the Alliance\u00a0<br \/>\n\tClear cross-referencing and user navigation\u00a0<br \/>\n\tProvide a stand-alone\u202fExecutive Summary\u202fand\u202fQuick Reference Guide.\u00a0<br \/>\n\tSubmit clean and tracked-change versions of all outputs.\u00a0<\/p>\n<p>Consultant Profile\u00a0<\/p>\n<p>Required:\u00a0<\/p>\n<p>\tMinimum 10 years\u2019 experience in child protection in humanitarian setting\u00a0<br \/>\n\tProven expertise\u00a0and experience directly implementing\u00a0alternative care\u00a0and\u00a0UASC programming\u00a0in humanitarian contexts.\u00a0<br \/>\n\tProven experience\u00a0working at global or inter\u2011agency level, including\u00a0engagement with UN agencies, NGOs, and coordination mechanisms.\u00a0<br \/>\n\tDemonstrated authorship of technical guidance, toolkits, global standards, or policy\u00a0documents\u00a0<br \/>\n\tStrong familiarity with\u00a0the\u00a0ACE Toolkit,\u00a0UN Guidelines for the Alternative Care of Children,\u00a0Minimum Standards for Child Protection in Humanitarian Action (CPMS).\u00a0UASC Handbook and toolkit,\u00a0IM, BIP and\u00a0data protection\u00a0<br \/>\n\tDemonstrated experience in synthesizing diverse feedback cohesively\u00a0\u00a0<br \/>\n\tExcellent writing and facilitation skills\u00a0<br \/>\n\tAbility\u00a0to produce practical field guidance\u00a0<br \/>\n\tAbility to integrate equity, disability inclusion, and adolescent\u2011specific considerations into technical guidance.\u00a0<br \/>\n\tDemonstrated ability to manage work independently, deliver to deadlines, and balance technical ambition with\u00a0realistic scope and time constraints.\u00a0<br \/>\n\tAbility to work collaboratively and respectfully within\u00a0an inter\u2011agency, consensus\u2011driven environment.\u00a0<\/p>\n<p>Desirable:\u00a0<\/p>\n<p>\tPrior involvement in the ACE Toolkit or Alliance working groups\u00a0<br \/>\n\tExperience working in multiple emergency contexts\u00a0<br \/>\n\tExperience with participatory research or large-scale consultation processes\u00a0<br \/>\n\tKnowledge of a second UN language.\u00a0<\/p>\n<p>Management &amp;
