\tTo enhance the usability, performance, and content management efficiency of the BOMA website while preserving its current structure and integrity.<\/p>\n
Scope of Work<\/p>\n
\tThe consultant shall undertake the following tasks:<\/p>\n
Website Audit and Content Structure Review<\/p>\n
Conduct a comprehensive front-end and back-end audit of the website in close collaboration with the Communications focal and designated IT teams.<\/p>\n
\tIdentify areas where content is:
\n\tHard-coded
\n\tEmbedded as images (non-editable text)
\n\tNot CMS-editable
\n\tAffected by broken links, typos, or missing content
\n\tRecommend and implement improvements to ensure all content is:
\n\tFully editable via CMS
\n\tStructured using proper HTML semantic elements<\/p>\n
Content Refactoring and CMS Optimization<\/p>\n
\tConvert all text embedded in images into HTML\/CMS-managed text
\n\tStandardize formatting using:
\n\tCMS content blocks
\n\tReusable components
\n\tEnsure consistency in typography aligned with BOMA\u2019s brand guidelines, as well as spacing and layout across all pages.
\n\tOptimize backend for non-technical staff usability (WYSIWYG editing where possible)
\n\tFix broken links and update pages with missing or test content<\/p>\n
Our Leadership Page Redesign<\/p>\n
Redesign and rebuild the Our Leadership page to:<\/p>\n
\tImprove visual hierarchy and readability
\n\tEstablish a consistent format and layout across all leadership profiles, aligned with BOMA\u2019s brand guidelines
\n\tEliminate text embedded in images and ensure all content is fully CMS-editable
\n\tEnsure easy, intuitive updates of profiles by BOMA staff without requiring technical support
\n\tSupport structured data (names, titles, bios, images) for consistency and scalability<\/p>\n
Approach:<\/p>\n
\tWork closely with the Communications Manager to agree on the final layout, format, and content structure prior to implementation
\n\tImplement a modular design approach to allow for easy updates and future additions without disrupting the page structure<\/p>\n
Document Migration and Content Organization<\/p>\n
\tMigrate all reports and publications from the old website to the current platform<\/p>\n
Ensure:<\/p>\n
\tProper file naming conventions
\n\tLogical categorization (e.g., Annual Reports, Impact Reports, Case Studies)
\n\tFunctional download links
\n\tOptimize documents for web delivery (file size and format)<\/p>\n
Website Performance Optimization<\/p>\n
\tOptimize back-end performance
\n\tConduct a performance audit using tools such as:
\n\tGoogle Page Speed Insights
\n\tLighthouse
\n\tIdentify bottlenecks affecting load time, including:
\n\tImage size and compression
\n\tUnoptimized scripts\/CSS
\n\tServer response times
\n\tImplement improvements such as:
\n\tImage optimization (WebP, compression)
\n\tLazy loading
\n\tMinification of CSS\/JS
\n\tCaching improvements
\n\tOptimize SEO<\/p>\n
User Experience (UX) and Accessibility Review<\/p>\n
\tAssess site navigation and usability from an end-user perspective
\n\tRecommend improvements to:
\n\tNavigation flow
\n\tPage readability
\n\tMobile responsiveness
\n\tEnsure basic accessibility compliance (e.g., alt text, contrast, readability)<\/p>\n
Documentation and Handover<\/p>\n
\tDevelop a simple CMS user guide for BOMA staff
\n\tProvide documentation on:
\n\tHow to edit pages
\n\tUpload and manage reports
\n\tUpdate leadership profiles
\n\tUpdate navigation menu labels and manage global menus without breaking structure
\n\tUpdate impact statistics and key figures without replacing image files
\n\tConduct a brief handover session\/training<\/p>\n
Technical and Structural Code Quality<\/p>\n
\tAudit and resolve structural markup issues that inflate page weight or create DOM inconsistencies \u2014 for example, redundant rendering of global elements such as the navigation and footer, or orphaned code artifacts left over from page builder usage
\n\tIdentify and correct metadata and URL configuration errors that affect discoverability and social sharing \u2014 for example, incorrect page slugs, missing or misconfigured Open Graph images, and any SEO-relevant meta tag issues
\n\tEnsure sitewide consistency in UI elements, labels, and dynamic content \u2014 for example, standardising navigation menu labels across all instances, replacing static values with dynamically generated ones (such as the copyright year), and ensuring image-based UI elements are replaced with scalable, code-based equivalents where appropriate
\n\tApply CSS depth \u2014 gradients, shadows, and transitions \u2014 and serve retina-ready WebP images so the site feels sharp and premium rather than flat<\/p>\n

The consultant shall deliver the following:<\/p>\n
\tWebsite Audit Report (findings + recommendations)
\n\tUpdated website with:
\n\tFully editable content
\n\tOptimized leadership page
\n\tMigrated and organized reports
\n\tPerformance Optimization Report (before vs after improvements)
\n\tCMS User Guide for internal staff
\n\tFinal handover and walkthrough session
\n\tTechnical Fixes Report documenting all structural code issues identified and resolved during the audit
\n\tAccessibility Compliance Summary confirming that identified WCAG 2.1 issues have been reviewed and addressed<\/p>\n

\n\tIndicative timeline:
\n\tWeek 1: Audit and planning \u2014 covering front-end, back-end, performance, and structural code review, with sign-off on key design decisions (e.g., Leadership page layout) before implementation begins
\n\tWeek 2: Implementation \u2014 content refactoring, CMS improvements, document migration, and resolution of structural and technical issues identified in Week 1
\n\tWeek 3: Optimization, testing (including accessibility and cross-device checks), documentation, and handover<\/p>\n
Reporting and Coordination<\/p>\n
\tThe consultant shall report directly to the Communications Manager.
\n\tThe consultant shall provide weekly progress updates.
\n\tThe consultant shall coordinate with the Chief Technology & Performance Officer and the IT Service Delivery Manager on technical matters.<\/p>\n
Required Qualifications and Experience<\/p>\n
Proven experience in:<\/p>\n
\tWebsite development and CMS management (e.g., WordPress, Drupal, Webflow, or similar)
\n\tFront-end development (HTML, CSS, JavaScript)
\n\tUX\/UI optimization<\/p>\n
Experience with:<\/p>\n
\tWebsite performance optimization tools
\n\tContent migration and structuring<\/p>\n
Demonstrated experience in:<\/p>\n
\tDeveloping or optimizing websites for NGOs, reputable institutions, or well-established companies, supported by a portfolio of relevant work<\/p>\n
Strong understanding of:<\/p>\n
\tSEO basics and web accessibility standards<\/p>\n
Ability to:<\/p>\n
\tTranslate technical changes into simple workflows for non-technical users
\n\tHands-on experience with WordPress page builders (e.g., Divi or Elementor), including an understanding of global templates, modules, and common implementation issues
\n\tWorking knowledge of web accessibility standards (WCAG 2.1) and metadata best practices, including Open Graph and social sharing configurations
\n\tStrong attention to front-end detail, including the use of scalable, code-based UI elements and consistent site-wide conventions<\/p>\n
