The jobholder commits to strict confidentiality, and s\/he will be responsible for the following tasks, among others:<\/p>\n<p>\tContributes\u00a0to the procurement process\u00a0for office property, expendable\u00a0supplies\u00a0and\u00a0services.<br \/>\n\tForesees needs, recommends solutions and conducts tendering procedures as appropriate.<br \/>\n\tPrepares\u00a0comparative tables and participates\u00a0in the selection committee.<br \/>\n\tEnsures full compliance and application of standard DG ECHO and EU procurement rules, procedures and best practices.<br \/>\n\tDraws\u00a0up ARAs (Administrative\u00a0Requests for Authorisation) to be submitted to the line manager.<br \/>\n\tPrepares\u00a0purchase orders (after getting necessary quotations and authorisation) or\u00a0drafts contracts.<br \/>\n\tUpdates the field office procurement plan.<br \/>\n\tFollows up the\u00a0activities and tasks undertaken\u00a0by contractors as indicated in the signed service\/procurement contracts or Purchase Orders.<br \/>\n\tDevelops\u00a0and\u00a0updates\u00a0the list of suppliers and pricelists used by\u00a0the Office.<br \/>\n\tVerifies\u00a0and follows\u00a0up warranties and after sales services offered by providers.<br \/>\n\tChecks the use of the DG ECHO property and reports on all changes (e.g. stock tacking and tracking).<br \/>\n\tMonitors the maintenance of the office equipment ensuring timely repairs when required.<br \/>\n\tOversees and ensures the proper maintenance, functioning and availability of non-ICT pooled office equipment,<br \/>\n\tChecks the use and maintenance of the communication equipment in close liaison with the ICT Associate.<br \/>\n\tLiaises between DG ECHO RO (Regional Office) and other DG ECHO field offices in the region on logistics and protocol matters.<br \/>\n\tActs as a floater and gives surge support to RO and field offices if\/when requested (e.g. unplanned absence, major crisis, office opening, expansion, etc.).<br \/>\n\tSupports the development of EAM (Enterprise Asset Management).\u00a0<\/p>\n<p>Required Qualifications:<\/p>\n<p>\tEducation:\u00a0First level university degree in Logistics\/ Supply chain or relevant field; or equivalent professional experience.<\/p>\n<p>\u00a0Knowledge and experience:<\/p>\n<p>\tMinimum 5 years of relevant work experience at national or international level in administration, procurement or logistics.<br \/>\n\tKnowledge of working processes (purchase orders, preparation of contracts for services and goods, tendering, protocol, etc.).<br \/>\n\tPrevious experience in an NGO, a donor or a national\/international organisation is an advantage.<br \/>\n\tProven knowledge of car maintenance.<br \/>\n\tGood communication and drafting skills.<br \/>\n\tCapacity to work under pressure in a multitasking position<br \/>\n\tAbility to work in a multicultural environment.<br \/>\n\tGood experience in the usage of computers and office software packages (MS Word, Excel, etc.).<\/p>\n<p>Languages:<\/p>\n<p>\tAn excellent command of\u00a0English\u00a0(written and oral) is required.<br \/>\n\tAn excellent knowledge of Swahili.<\/p>\n<p>Required Competencies:<\/p>\n<p>\tWorking and communicating effectively with people:\u00a0ability to communicate, support and work effectively with colleagues and teams to achieve collective goals.
