About The role<\/p>\n
\tThe Project Finance Officer is responsible for ensuring effective project financial management, compliance, and financial capacity building across CBM\u2019s partner portfolio. The role focuses on supporting project oversight, risk management, financial monitoring and reporting for partners, implementation of CBM policies throughout the project finance cycle, and strengthening partners\u2019 financial systems and practices in line with donor requirements and local regulations.<\/p>\n
The position is a position with 37.5 h\/week.
\nThis position is only filled locally. With contractual conditions of the respective country. An expatriation is not intended.<\/p>\n
These are your responsibilities<\/p>\n
Project Development:<\/p>\n
\tDevelop and\/ or review project budgets at the planning stage, focusing on overall compliance with donors and local regulations (taxes, social security etc.).\u202f\u00a0
\n\tCollaborate with and support the Partner Portfolio team in planning and conducting partner assessments and addressing identified gaps related to finances.\u202f\u00a0<\/p>\n
Partner Capacity Building<\/p>\n
\tDevelop and implement capacity-building initiatives for partner project teams, focusing on\u202ffinancial management\u202f(including financial reporting, budgeting, creating a framework for preparing financial statements etc.), procurement policies and procedures, forecasting, compliance, and internal controls that meet donor\u2019s and CBM guidelines.\u202f\u202f\u00a0
\n\tConduct workshops, coaching sessions, and one-on-one training for partner finance staff on the topics mentioned above.\u202f\u00a0
\n\tPromote continuous improvement in financial processes to enhance efficiency and transparency.\u202f\u00a0<\/p>\n
Project Coordination & Quality Assurance<\/p>\n
\tReview project-related financial statements, including Income and Expenditure Statements (I&E), balance sheets, bank\u202freconciliation\u202fand cash flow statements.\u202f\u00a0
\n\tAssist\u202fpartner in developing a procurement plan\u202f
\n\tIn case the CO is involved in project related procurement, support the PO in:\u202fDevelopment of a procurement plan including\u202fToRs\u202f and conducting the financial analysis of the bids\u202f
\n\tEnsure\u202ftimely\u202fpayment transfers for projects after completing all review checks.\u202f
\n\tSupport partners in responding to donor financial queries.\u202f
\n\tEnsure effective coordination on financial matters between the Country Office, International Office, and Implementing partners.\u202f
\n\tProvide a financial overview of programmes to the Country Director\u202f
\n\tMaintain\u202fup-to-date documentation related to project finances\u202f<\/p>\n
Monitoring, Evaluation and Learning\u00a0<\/p>\n
\tConduct financial monitoring visits (remote and in-person) of every project at least once a year to ensure compliance and\u202fprovide\u202fcorrective action guidance. During the visits conduct:\u202f Sample voucher checks to verify data accuracy, compliance with policies (including procurement), and quality of documentation (invoices, quotations, taxes\/VAT) and detailed eligibility checks and proper accounting of expenses.\u202f\u00a0<\/p>\n
Reporting & Audit\u00a0<\/p>\n
\tReview project financial Reports (quarterly and annual) to:\u202f Ensure reconciliation of financial reports with bank statements and project accounts, prepare for monitoring visits, support the PO in\u202fanalyzing\u202fbudgets against actual expenditure, review and\u202fanalyze\u202fforecasts in collaboration with the PO.\u202f
\n\tCoordinate internal and external audits for partner projects with the relevant PO and CD\u202f
\n\tDraft terms of reference for auditor\u202fselection\u202fand support CD in\u202ftimely\u202fhiring of auditors\u202f
\n\tFollow up on the implementation of complex audit recommendations related to accounting, legal, and tax compliance.\u202f
\n\tClose audit action points based on a review of the work done.\u202f<\/p>\n
Compliance & Risk Management<\/p>\n
\tIdentify\u202fand assess financial risks, providing\u202ftimely\u202frecommendations for mitigation to\u202fPOs.\u202f
\n\tEnsure partner compliance with local regulations (tax laws,\u202flabor\u202flaws, other regulations applicable to NGOs), and donor specific financial requirements.\u202f
\n\tMonitor evolving tax regulations and support partners in meeting legal obligations.\u202f
\n\tClose compliance related action points based on a review of the work done.\u202f\u00a0<\/p>\n
These are your qualifications<\/p>\n
\tEducation (bachelor\u2019s degree or master\u2019s degree) in Finance,\u202fAccounting,\u202for equivalent\u202f\u00a0
\n\tExperience:\u202fat least 2 years\u202fof experience\u202fwithin the\u202fI\/NGO sector, or equivalent\u202f\u00a0
\n\tFinancial Management:\u202fProficiency\u202fin budgeting, financial reporting, and accounting principles.\u202f\u00a0
\n\tGrant Management: Experience with managing grants, including compliance with donor regulations and reporting requirements.\u202f\u00a0
\n\tAnalytical Skills: Ability to\u202fanalyze\u202ffinancial data,\u202fidentify\u202ftrends, and make informed decisions.\u202f\u00a0
\n\tRisk Management: Skills in\u202fidentifying\u202fand mitigating financial risks, ensuring the integrity of financial operations.\u202f\u00a0
\n\tSoftware Proficiency: Familiarity with financial software and tools, such as QuickBooks, SAP, or other accounting systems.\u202f\u00a0
\n\tLanguages: Professional\u202fproficiency\u202fin English, local language\u202fhighly appreciated.\u202f\u202f\u00a0
\n\tCommunication: Strong verbal and written communication skills to liaise with stakeholders, donors, and team members.\u202f\u00a0
