(c) Fiscal allocation and transfers; to make recommendations relating to the distributions of funds allocated to LGAs; and with further function to support and enhance local development project management; to enhance Infrastructure and Socio-economic Development; and Support performance improvement in councils.The NGFC seeks to strengthen its human capacity to effectively and efficiently deliver its constitutional mandate and functions by engaging suitably qualified, experienced, self-motivated and result oriented Malawian professionals to fill various vacant positions tenable at the NGFC offices, Area 14, Lilongwe. The following are the position.Job Title: Procurement and Disposal of Asset Manager (No. of posts 1)<br \/>\nGrade: FC3<br \/>\nResponsible to: Executive Director<br \/>\nResponsible for: Senior Procurement and Disposal Officer -FC4Job PurposeManage procurements and disposal of assets for NLGFCKey Duties and ResponsibilitiesAdminister all designated procurement and asset disposal activities of the NGFC in strict compliance with legal requirements and donor guidelines while adopting best practice in procurement.Managing and supervising the procurement staff, participating in their recruitment, training, coaching and appraising their performanceWork with the PDU team, user directorates and<br \/>\ndepartments in the development of NGFC\u2019s annual procurement and disposal plans in line with the prevailing Public Procurement and Disposal of Assets legal framework as well as donor guidelines.Preparation of complex solicitation documents (bidding documents,\u00a0Request for Quotations\u00a0(RFQ\u2019s), Request for Proposals (RFP\u2019s) and terms of reference), bid evaluation report and draft contracts for consideration by IPDC.Manage Negotiations with Suppliers, Consultants and Contractors to ensure delivery of goods\/services and works in accordance with contract terms and end user requirements.Verify, reconcile and certify invoices for approval by the ED for processing payment.Coordinating timely preparation, review and submission of procurement reports, Procurement Plan Implementation Status Reports and other regular progress reports on the collective activities of the Procurement and Disposal Unit (PDU) and the Internal Procurement and Disposal Committee (IPDC) as required from time to time.Provide general technical advice and guidance to NGFC (user directorates, departments and the Internal Procurement and Assets Disposal Committee (IPDC)) and LAs on all procurement matters consistent with the prevailing Public Procurement and Disposal of Assets legal framework.Providing secretarial services to the Internal Procurement and Assets Disposal Committee (IPDC) during its meetings.Monitoring performance, coaching\/mentoring and undertaking performance appraisal for staffRequired QualificationMaster\u2019s Degree in Procurement Supply Chain &amp; Logistics or full professional qualification such as CIPS or Supply Chain qualification with any Masters Degree from a recognized institutionA member of a Procurement body e.g. Malawi Institute of Procurement and Supply (MIPS).Personal SpecificationsSix (6) years of work experience in procurement position in public or government institution.In-depth knowledge of relevant Public and donor procurement laws and regulations and ability to analyze procurement issues.Ability to lead and manage a team effectivelyStrong communication skills, both written and verbal, to effectively communicate issues to stakeholders at all levels.Salary ScaleNational Local Government Finance Committee salary scale for the Grade shall apply.National Local Government Finance Committee (NLGFC) is committed to diversify Gender equality in its operations and strongly encourage women to apply for the above vacant positions.Mode of ApplicationInterested applicants who meet the above requirements should submit application letters together with concise Curriculum Vitae (CV), National ID and copies of relevant certificates to the address below not later than 7th July 2025 at 14:30 hours.The Executive Director<br \/>\nNational Local Government Finance Committee<br \/>\nP.O.
