BACKGROUNDThe Office of the Director of Public Officers\u2019 Declarations (ODPOD) is an independent governance
\npublic institution within the Malawi Government established in 2014 under Section 6(1) of the Public
\nOfficers\u2019 (Declaration of Assets, Liabilities and Business Interests) Act. The Act provides legal and institutional framework for prescribed public officers to declare their assets, liabilities and business interests upon assuming office and subsequent updates each year. In this regard, under the said Act, the ODPOD is mandated to administer and manage the public officers\u2019 declaration regime in order to promote public confidence in the public service. Furthermore, the declaration system acts as one of the tools for preventing, deterring and detecting illicit self-enrichment, abuse of office and conflict of interest by public officers in order to curtail corruption.To achieve these goals, the ODPOD counts on members of staff that value team effort, appropriately qualified, talented, astute, brave, professional, innovative, motivated and transformational, among other general attributes.INVITATION FOR JOB APPLICATIONSAn opportunity to recruit additional members of staff has arisen in the Office of the Director of Public Officers\u2019 Declarations (ODPOD). \nJob Title: Principal Monitoring and Verification Officer
\n(Grade ODP5\/P7) Reporting To : Monitoring and Verification Manager
\nLocation: Office of the Director of Public Officers\u2019 Declarations (ODPOD) Offices, LilongweJOB OVERVIEWThe Principal Monitoring and Verification Officer is a senior officer responsible for continuous and careful monitoring and conducting complex verification of declarations submitted by public officers; analyzing data, and providing technical input into the public officers\u2019 declarations regime. The officer may also lead smaller teams or projects, whenever the need arises.MAIN DUTIES1. Establish and update a roster of all listed public officers prior to receiving declarations.
\n2. Monitor compliance by all public officials required to submit declarations.
\n3. Check declarations for data completeness, consistency and accuracy and make a follow-up with a declarant on areas requiring technical guidance, including corrections or clarifications4. Prepare and draft names of listed public officers who submitted declarations and those who did not
\nfor publication in the Government Gazette.
\n5. Conduct verification of the contents of declaration forms to ascertain their veracity\/truthfulness, accuracy and completeness.6. Receive and follow up on complaints from whistleblowers.
\n7. Propose recommendations for sanctions on non-compliant listed public officers, to the Director.
\n8. Review public access applications.
\n9. Any other duties that may be assigned from time to time.CORE COMPETENCIES, SKILLS AND ATTRIBUTES1. Proficient in asset tracking, data and intelligence analysis.
\n2. Basic knowledge of anti-corruption laws in Malawi.
\n3. Ability to work under pressure and manage confidential information.
\n4. Highest standards of ethics and integrity.
\n5. Mature and independent judgement.
\n6. Ability to plan and coordinate field assignments to obtain relevant evidence and information.
\n7. Very good oral and written communication skillsQUALIFICATIONS AND EXPERIENCE1. A Master\u2019s Degree in Business Administration, Statistics, Accounting, Finance, Economics or related disciplines, obtained from a recognized and accredited institution.2. At least 7 years\u2019 similar work experience, 3 of which should be at senior level in a busy public or private
\norganization.
\n3. Those with demonstrable prior experience in such fields as investigation, law enforcement, fraud
\ndetection, auditing, compliance enforcement, monitoring and evaluation or similar or related fields
\neither in the public or private sector will have an added advantage.NOTES1. Due to the nature of the functions of the ODPOD, only candidates who demonstrate undoubted qualities
\nof maturity, integrity, and high ethical standing necessary for handling sensitive and confidential
\ninformation and have a clean criminal record are eligible for recruitment within the ODPOD.2. All shortlisted candidates shall undergo a rigorous vetting process of their integrity track records
