\nSupervises: Registration and Reporting Manager, Monitoring and Data Manager, Senior Investigation OfficerPurpose of the RoleThe Director of Compliance Services provides strategic leadership in ensuring robust regulatory oversight of the NGO sector in line with the NGO Act. This position will champion the alignment
\nof NGO programs with Malawi\u2019s national development agenda, promote accountability and drive sustainable impact.Key ResponsibilitiesDesign and implement equitable NGO distribution strategies nationwideDevelop sustainability and impact frameworks for NGO programmingFoster citizen participation and strengthen NGO accountability mechanismsOversee handover of NGO assets and program transitionsEnsure NGO alignment with national development prioritiesFacilitate partnerships between NGOs, government ministries and local councilsBuild capacity of local councils for NGO program oversightOversee NGO databases and digital information systemsEnforce compliance with the NGO Act and sector regulationsRegulate partnerships between local and international NGOsManage NGO service centers, sector data and field surveysLead investigations related to NGO activities and conductMonitor compliance through analysis of NGO reports and financial statementsCultivate strong stakeholder relationships and sector collaborationAdditional ResponsibilitiesServe as the focal point for Anti-Money Laundering (AML) and Counter-Terrorism Financing (CTF) mattersSupport dispute resolution including mediation, arbitration, and litigationContribute to the drafting and review of NGO legislation and strategic policy documentsOversee licensing and registration of compliant NGOsRequired QualificationsMaster\u2019s Degree in Law, Public Administration, Development Studies, Business Administration or related field from an NCHE-accredited institutionBachelor\u2019s Degree in Law, Public Administration, Development Studies, Business Administration or related field from an NCHE-accredited institutionProfessional Certification in Compliance, Monitoring & Evaluation, Risk Management or Legal Practice is desirableMinimum of 10 years professional experience, with 5+ years in senior leadership rolesProven expertise in NGO governance, regulatory affairs and public sector developmentDeep knowledge of Malawi\u2019s NGO Act and national development strategiesSkills & CompetenciesStrategic planning and policy leadershipLegal and regulatory analysisConflict resolution and negotiationData management and digital literacyExcellent communication and stakeholder engagementHigh ethical standards and integrityApplication ProcedureInterested individuals who meet the minimum required qualifications, experience and possess the necessary competencies should submit the following documents in their application package:A one-page cover letter clearly stating their motivation, suitability and availabilityA four-page detailed CV outlining professional experience, achievements and three referencesA copy of their valid National IDCertified copies of academic and professional certificatesApplications must be addressed to:The Comptroller of Statutory Corporations
