Responsibilities:

Health & Safety

Develop all necessary systems and documents for the site.
Ensure all Contractors comply with the requirements to be onboarded.
To ensure full compliance of the Safety pack requirements for which a permission to work will be issued.
Assist the Project Manager, Construction Manager, Site Engineer and the Client with compliance with all requirements of the Mine Health and Safety Act and the OHS Act.
Ensure all Contractors comply with the minimum Sasol Safety File requirements to be onboarded and work permits to be issued.
Assist the Project Engineer with all regulatory requirements of the Mines, Health and Safety Act and OHS Act.
Create a positive HSE culture on site, working with the Contractors to achieve zero harm
Implement GIBB and Client HSE policies, plans and procedures and ensure Contractor policies, plans and procedures meet or exceed the requirements.
Ensure cooperation and coordinate contractors on site
Participate in design review/ change meetings to ensure H&S aspects of design changes are adequately considered by the various design teams
Undertake daily site inspections and weekly site walks with the Sasol representatives
Conduct regular joint Contractor and Subcontractor inspections of the sites, including assessment of the daily ‘toolbox’ talks in terms of content relative to the tasks at hand
Chair monthly H&S meetings with Contractors, ensuring accurate meeting minutes are recorded
Facilitate monthly H&S Agent audits and aligned with requirements of the Mine Health and Safety Act and OHS Act and ensure findings are closed out as soon as reasonably practicable
Monitor all construction works and ensure compliance with site permits, relevant legislation, contractual requirements, and industry best practices
Assist with the inputs and approval of method statements and job safety risk assessments (Job Safety Analysis)
Ensure that all equipment coming to site complies to Sasol’s requirements prior to being inspected by Sasol representatives
Ensure that equipment daily inspections are carried out by operators prior to such equipment being used on site
Ensure plant operators are in possession of valid competency certificates for the plant to be operated
Ensure site inductions are developed, implemented, reviewed, and updated
Ensure all Contractors are operating in accordance with relevant permit to work requirements (e.g. excavation, hot works etc)
Maintain HSE risk registers for the site
Lead incident and accident investigations
Track and analyse non-conformances, near misses, and incidents on the project and ensure suitable resolution by the Contractors
Maintain accurate and up to date safety statistics per construction Contractor and for the project
Share lessons learned with the wider project team and internal stakeholders
Monitor condition and availability of safety equipment (e.g. PPE)
Coordinate the issue of PPE to internal project staff
Review and update relevant Project HSE documents arising from changes to standards, codes, and legislation
Liaising with the relevant emergency services during the development and implementation of the emergency preparedness/ response plan for each project within the projects being executed.
Ensure all legally required appointments are in place and up to date
Review HSE training requirements for GIBB Mining employees working on the projects
Review site specific Risk assessments and method statements
Approve Contractors HSE files prior to contractor’s work commencing on site
Review all Contractors Risk assessments and method statements prior to activities commencing
Advise Project and Site Managers of HSE concerns and resolutions
Attend all weekly construction meetings,
Ensure all access control measures to the site are diligently applied and enforced
Ensure occupational health surveillance is carried out to comply with appropriate regulations.
Ensure First aid equipment requirements are suitable and sufficient.
Ensure fire safety requirements are suitable and sufficient.
Identify and implement health and wellbeing initiatives and improvements.

 Environmental

Support the Project Manager, Construction Manager and Appointed Engineer and contractors to ensure compliance with the relevant environmental legislation, contractual requirements and industry best practices
Supervise HSE function of contractors and all consultants on site.
Comply with the Client’s Environmental requirements.

 Document management

Prepare any health and safety related method statements or documents that cannot be sourced from Sasol and are required in respect of environmental authorisation/ EMPr conditions to be discharged prior to construction or the application for the Construction Work Permit
Oversee and manage site generated HSE documentation.

 Communication

Effectively communicate company values and objectives on site.
Initiate and manage site safety awareness campaigns.
Obtain regular Safety communication from the Client for distribution and communication.

Reporting

Ensure all incidents, near misses and general statistics are recorded on the Corporate system and ensure their investigation and close out
Prepare monthly reports analysing incident statistics, proposing action plans to address trends, and describing HSE activities for the preceding month
Prepare monthly safety topics and interventions to ensure the culture of safety is maintained throughout the project.

 Quality

Oversee construction HSE processes
Raise, investigate and resolve any HSE NCRs observed by the project teams including the HSE team, ensuring all HSE NCRs are issued to the relevant contractors.
Ensure all HSE issues related to site designs are correctly implemented and that designer’s risk registers accompany drawings issued for construction on site.

 Planning

Assess the compliance of potential contractors’ HSE systems with Sasol requirements at tender stage
Support the Construction Manager and project team to ensure key project milestones like Cold and Hot Commissioning are met safely and timely.

Job Requirements

Qualifications:

Minimum qualification equivalent to NQF Level 6 in the HSE field
Compulsory registration with SACPCMP as HSE Manager
Mine, Health and Safety Act knowledge/experience is essential

Certified training in:

Hazard Identification & Risk Assessment
Incident Investigations
Legal Liability
Valid driver’s license
NEBOSH International Certificate in Construction Health & Safety or SAMTRAC (Preferred but not essential)

 Experience:

10 years’ relevant experience in the construction sectors
Excellent working knowledge of Mine Health and Safety Act and Regulations
Excellent working knowledge of Occupational Health & Safety Act and Regulations
Excellent working knowledge of labour laws
