TCTA assists the government in its pursuit of water security for South Africa and in realising its constitutional obligation of ensuring universal access to this essential resource for all citizens. South Africa is a water-scarce country, requiring a dedicated focus on ensuring adequate water storage and transfer capacity. To this end, TCTA designs bankable projects, raises funding in capital markets, manages debt and implements infrastructure rollouts. It is a specialised liability management body the government uses to finance and build dams and transfer schemes off budget while within an acceptable risk framework and in the most cost-effective manner. TCTA is a state-owned entity, established in terms of Government Notice No 2631 in Government Gazette No 10545, dated 12 December 1986. KEY PERFORMANCE AREAS:

Learning needs analysis and stakeholder consultation

Conduct indepth learning needs analyses in consultation with relevant stakeholders by: 
Identifying skills gaps, skills priorities, performance challenges, and capability needs across the organisation. 
Partnering with Organisational Development Specialists to integrate leadership capability insights into talent, succession, and L&D plans, ensuring alignment between leadership development initiatives, organisational priorities, and future L&D capability requirements. 

Manage Learning Project

Develop, maintain, and review Technical and Generic Competency Dictionaries 
Cocreate, implement, and review Coaching and Mentoring programmes
Conduct competencybased assessments and Skills audits
Procure and contractmanage service providers for all L&Drelated projects as required by TCTA
Provide input to the L&D strategy and develop and maintain L&D policy and procedure

Design, development, delivery, and evaluation of learning solutions

 Research, design, develop, and deliver and/or procure highimpact, creditbearing learning interventions using blended learning approaches, including inperson facilitation, virtual training, and digital content, to support Leadership Development aligned to the Leadership Charter and SAQA/NQF/SETA
Facilitate customised, engaging, highquality leadership development and core (soft) skills learning sessions that drive behaviour change and performance outcomes.

Impact measurement and evaluation:

Track, analyse, and report on the effectiveness and business impact of learning initiatives. 
Use data and feedback to continuously refine and improve learning solutions.

Innovation Champion and effective use of AI and emerging technologies

Leverage AI and other emerging technologies to enhance the design, development, and delivery of learning solutions.
Champion innovation by identifying and implementing new tools, platforms (LMS), and methodologies that improve learner engagement, efficiency, and impact. 
Act as a change agent within the team and organisation by promoting a learning culture of continuous improvement, experimentation, and futurefocused thinking.

Combined Assurance

Implement risk identification and mitigation for initiatives within the scope of control.
Ensure that the control environment (legislation, policies, procedures, and best practices) is enabled for L&D interventions. 
Implement budget management, reporting, and monitoring interventions within the scope of control.

Organisational Participation and Team Support

Participate in crossfunctional teams, committees, etc., as appointed

Requirements
MINIMUM QUALIFICATIONS REQUIRED:

B Degree ( NQF 7) or equivalent

INTERNAL EXPERIENCE REQUIRED:

Specialist  6 years of work experience,
3 years of practitionerlevel experience

EXTERNAL EXPERIENCE REQUIRED:

Specialist – 8 years of work experience,
4 years of practitionerlevel experience
