MINIMUN REQUIREMENTS:
The incumbent must have Grade12, A relevant Bachelor’s Degree in Public Administration and Management/ Law/Human Resources Management or equivalent qualification. A Postgraduate qualification will be an added advantage. The appointee will be required as a condition of his or her appointment to enter into a performance contract with the Municipality within sixty (60) days of the appointment in terms of Section 57 of the Municipal Systems Act, 2000, please note that Incumbent/s whodo not have the CPMD certificate will be given a period of 18 months to attain the requirement. Registration with a professional body relevant to Local Government. Minimum of 5 years relevant experience in middle management level preferably in Local Government. Certificate programme in Municipal Development {CPMD /MFMP) or Executive Leadership Municipal Development Programme (ELMDP). Computer Literacy and a valid driving licence.
KNOWLEDGE:
Advanced knowledge and understanding of relevant policies and legislations;
Advanced understanding of institutional governance systems and performance management;
Advanced understanding of Council operations and delegation of powers;
Good governance;
Audit and risk management establishment and functionality, and budget and finance management.
KEY RESPONSIBILITIES/ DUTIES
Reporting directly to the Municipal Manager, the post operates at a strategic level and provides strategic support to the business function within uMzinyathi District Municipality with the main focus being implementation of the strategic goals as identified in the Integrated Development Plan of the Municipality.
Ensuring the effective management and compliance of legislation and policies in respect of Key Performance Areas.
Developing and implementing policies and procedures.
Understanding of Council operations and delegations of powers.
Executing the approve budget in line with the service delivery implementation plan.
Ability to work under pressure and to tight deadlines.
Clear understanding of legislation governing local government which amongst other is the Municipal Finance Management Act, Municipal Systems Act and Municipal Structures Act.
The effective management of human resources in order to ensure the transformation and implementation of skills development, employment equity, management of pro-active communication systems.
The effective of an administration department that is efficient and facilitates decision-making and service delivery through the District Municipality.
The assurance administrative and information technology support systems are used to inform and enable the implementation of IDP and Performance Management System.
