The Independent Communications Authority of South Africa (ICASA) is the regulator for the South African communications, broadcasting and postal services sectors. ICASA was established by an Act of statute, the Independent Communications Authority of South Africa Act of 2000, as Amended.

Key Outputs

The successful candidate will report to the Chief Executive Officer, and their responsibilities will include the following:

Communications and Marketing

Provide strategic leadership for communications, publications, branding, marketing, and editorial services.
Oversee the development of brochures, annual reports, strategic plans, media releases, and online content. 

Stakeholder Relations & Stakeholder Management

Lead the development and implementation of integrated and cohesive stakeholder engagement strategies, inclusive of international relations.
Facilitate and manage relations with local and international stakeholders, partners, government departments (including DIRCO and DCDT), governance committees, the Executive Committee and the ICASA Council.
Oversee corporate events management, media liaison, and public engagement initiatives.

Facilities Management

Manage the real estate portfolio across all ICASA buildings including lease agreements, facilities maintenance, space utilisation, and sustainability initiatives.
Oversee relocations, fleet management, insurance, and refreshment services to support employee experience and operational continuity. 

Security Management

Oversee physical security functions to safeguard ICASA’s people, property, and information.
Implement risk‑based, proactive, and cost‑effective security programmes that ensure organisational resilience, compliance, and operational continuity. 

Information and Knowledge Management

Transform information and knowledge management into a strategic organisational asset.
Manage records management, document classification, library services, and information security protocols to support informed decision‑making and operational efficiency.

Occupational Health, Safety, and Environmental Compliance

Ensure full compliance with Occupational Health and Safety (OHSA) and environmental regulations.
Lead business continuity planning and crisis management to support uninterrupted operations.

Strategic Leadership & Financial Management

Develop and implement divisional strategies, annual performance plans, and operational plans aligned to ICASA’s mandate.
Develop, manage, and monitor the divisional budget, ensuring compliance with the PFMA and other applicable financial governance standards.

Qualifications and Experience 

A Master’s degree in Business Administration/Management or relevant qualification (NQF level 9).
1 – 3 years’ experience at Executive level.
10 -15 years’ experience in a corporate services or similar environment, with at least 5 years’ experience at senior management level.
Knowledge and experience of the International Relations protocol will be an added advantage.
Understanding and application of the PFMA and King V.
