within internal control, enterprise risk or audit or related environment (2 year thereof must be in a supervisory capacity)\u00a0<br \/>\n\tWorking knowledge and experience of risk management processes\u00a0<\/p>\n<p>Experience and competencies which will be advantageous:\u00a0<\/p>\n<p>\tDegree in Finance with Accounting as a major\u00a0<br \/>\n\tWorking knowledge and experience within financial management and SCM systems\u00a0<\/p>\n<p>Key performance areas:\u00a0<\/p>\n<p>Strategic Management:\u00a0<\/p>\n<p>\tParticipate in WCLA strategic planning activities to pursue objectives.\u00a0<br \/>\n\tFacilitate the development of a five-year strategy for the Compliance and Internal Control function.\u00a0<br \/>\n\tFacilitate alignment of the function to the strategic plan and implementation of the annual performance plan and operational plan of the WCLA.\u00a0<\/p>\n<p>Effective promotion and practice of good governance:\u00a0<\/p>\n<p>\tPromote good governance within the Authority aligned to the corporate governance guidelines and related legislation.\u00a0<br \/>\n\tFacilitate compliance with regulations, policies and procedures applicable to the Authority.\u00a0<br \/>\n\tFacilitate the development of policies, procedures and processes pertaining to the internal control function.\u00a0<br \/>\n\tCo-ordinate and maintain an appropriate financial delegation and governance framework.\u00a0<br \/>\n\tProvide advice and guidance on policy development.\u00a0<br \/>\n\tFacilitate the annual financial declaration process for the Authority.\u00a0<\/p>\n<p>Render assurance services:\u00a0<\/p>\n<p>\tAssess the effectiveness of financial prescripts (inspections)\u00a0<br \/>\n\tFacilitate internal audit function with internal audit service provider\u00a0<br \/>\n\tEnsure implementation of corrective measures and preventative controls with regard to Auditor General, Internal Audit and Standing Committee management action plans and responses.\u00a0<br \/>\n\tEvaluate the institutions Interim and Annual Financial Statements for compliance to the GRAP standards\u00a0<br \/>\n\tMaintain physical and electronic financial records (Voucher Control)\u00a0<br \/>\n\tPost audit on all transaction documentation\u00a0<br \/>\n\tEnsure submission information required for Interim Financial Statements on\/before due date.\u00a0<\/p>\n<p>Risk Management<\/p>\n<p>\tFacilitate WCLA risk management processes\u00a0<br \/>\n\tReview and update the Risk Management Plan\u00a0<br \/>\n\tReport on the implementation of the plan\u00a0<br \/>\n\tPerform the Secretariat function for the Risk Management Committee and or agenda\u00a0<br \/>\n\tFacilitate Occupational Health and Safety process and compliance within the Authority.\u00a0<\/p>\n<p>Irregular and Fruitless\/Wasteful expenditure, fraud and loss control\u00a0<\/p>\n<p>\tManage and report all irregular and Fruitless\/wasteful expenditure\u00a0<br \/>\n\tManage the fraud prevention process\u00a0<br \/>\n\tManage the loss control process\u00a0<\/p>\n<p>Effective people management within the Unit\u00a0<\/p>\n<p>\tManage people development in line with organisation-wide skills development strategy within the unit.\u00a0<br \/>\n\tManage talent within the unit and ensure talent management strategies (attraction, retention, development) are implemented.\u00a0<br \/>\n\tImplement performance management within the unit in line with Human Resources Policies and Guidelines.\u00a0<br \/>\n\tManage grievances, discipline, and terminations
