plans within the organization as well as outside<br \/>\n\tDevelop the QA department strategic, business, APP, operational plans and budget<br \/>\n\tCompile and implement QA strategy, implementation plan and budget<br \/>\n\tManage QA budget<br \/>\n\tReport on QA projects, and activities<br \/>\n\tManage, monitor, control and evaluate QA department implementation plans<br \/>\n\tAnalyse the SETA 5-year APP, internal and external audit reports, Board and Chamber Committee decisions to develop an operational plan.<br \/>\n\tAnalyse management reports, board minutes and chamber committee meeting minutes for the purposes of implementation and compliance.<br \/>\n\tEnsure the implementation of decisions.<br \/>\n\tParticipate in the implementation &amp; review of the SETA strategic and operational plans including the annual performance plan (APP)<br \/>\n\tPrepare terms of reference for goods and services required by QA department and ensure all invoices are submitted for payment<br \/>\n\tAssist the CEO in the compilation of the Annual report<br \/>\n\tManage Annual DHET statistical and compliance reporting<br \/>\n\tEnsure compliance with laws, regulations and policies and procedures.<br \/>\n\tSupport and participate in financial and performance audits.<br \/>\n\tAnswer calls professionally and direct calls accurately the first time around.\u00a0<\/p>\n<p>Manage QA policies, processes and best-practices<\/p>\n<p>\tParticipate in and contribute to monitoring and reporting of special projects, task teams and committee outcomes<br \/>\n\tDevelop and review QA policies, guidelines, procedures and processes.<br \/>\n\tForster and monitor policy compliance by QA department.<br \/>\n\tDraft QA SOPs in line with FBS requirements<br \/>\n\tLiaise with internal and external auditors in line with FBS requirements.<br \/>\n\tEnsure implementation of audits recommendations<br \/>\n\tParticipate in the development of strategic operation risks and fraud risk register.<br \/>\n\tImplement control improvement plans in line agreed timelines as indicated in the risk registers<\/p>\n<p>Lead, oversee and control QA systems and databases functioning and effectiveness<\/p>\n<p>\tDesign, implement, monitor, and update a Quality Management System for QA<br \/>\n\tMonitor and ensure integrity of QA databases<br \/>\n\tMonitor the maintenance a leaner management system<br \/>\n\tMonitor the compatibility and compliance in terms of National Record Database (NLRD) administered by SAQA<br \/>\n\tOversee the assessment and approval of QA systems capability enhancement needs<br \/>\n\tLead the implementation of QA policies, guidelines, procedures and processes.<\/p>\n<p>Manage QA stakeholder relations and capacity building<\/p>\n<p>\tEnsure continuous compliance to relevant Acts and stakeholders in the SETA\/ DHET as well as Quality assuring bodies<br \/>\n\tEngage and build SETA\/Stakeholder relationships to establish, maintain and oversee QA strategic partnerships and relations<br \/>\n\tEvaluate, approve and drive QA promotion, capacity building and advocacy campaigns<br \/>\n\tMonitor, assist with and ensure that QA queries are resolved timeously and request attended to.<br \/>\n\tResolve stakeholder escalations in line with FoodBev SETA customer service charter<\/p>\n<p>Oversee Skills Development provider, assessment centers, accreditation, recommendations and approvals<\/p>\n<p>\tEnsure continuous quality improvement of education and training through the accreditation, monitoring, auditing and moderation of training by public and private providers and support provider development<br \/>\n\tUndertake capacity building interventions for accreditation providers to meet QCTO and FBS accreditation requirements.<br \/>\n\tMonitor provider site evaluations (external moderations)<br \/>\n\tMonitor and ensure sector provider certification or recommendations<br \/>\n\tMonitor and ensure FoodBev training provider performance and compliance<br \/>\n\tMonitor and ensure learner completion<\/p>\n<p>Manage constituent sector ETD practitioners, (assessors, moderators)<\/p>\n<p>\tOversee, monitor and ensure sector assessors and moderators\u2019 registration, including maintaining and updating the database of moderators and assessors.<br \/>\n\tOversee the compliance by ETD practitioners to QCTO and FBS policies and requirements<br \/>\n\tReport on AQPs performance.<\/p>\n<p>Oversee learner achievements verification, moderation and certification<\/p>\n<p>\tOversee, monitor and manage learner achievement submissions and compliance checking<br \/>\n\tOversee, monitor and manage learner achievements and ensure that external moderation requests are attended to and prepare reports for submission and verification.<br \/>\n\tContribute to the updating of commitment register with extension requests and terminations<br \/>\n\tOversee and ensure that the required termination documents are received from the Skills Development Provider through external moderations<br \/>\n\tEnsure that all compliant interval and exit moderations are ready for reporting and are timeously submitted to responsible departments or units for payments processing to meet 30 days payment timeline.<br \/>\n\tOversee learner and skills development provider complaints and appeals resolution processes.<\/p>\n<p>Risk, Audit and Compliance<\/p>\n<p>\tReview, identify, assess, prioritise, and monitor risks within the area of responsibility, and implement appropriate controls in line with the approved Risk Register to mitigate identified risks.<br \/>\n\tTrack and resolve audit findings within the prescribed timeframes, ensuring accountability and continuous improvement.<br \/>\n\tEnsure full compliance with relevant legislation, regulations, policies, and procedures, including the timely updating and submission of compliance tools such as the PFMA compliance checklist.<br \/>\n\tManage, monitor, and report on compliance with applicable regulatory frameworks monthly, highlighting key developments, gaps, and mitigation actions.<br \/>\n\tOversee the effective management of business and operational risks, resources, and business continuity strategies to ensure resilience and sustainability.<br \/>\n\tServe as the designated Risk Champion, promoting a culture of risk awareness and ensuring integration of risk management practices across departmental operations.<\/p>\n<p>Financial Management<\/p>\n<p>\tCompile and manage the unit&#8217;s annual budget, ensuring alignment with organisational priorities and strategic objectives.<br \/>\n\tOversee and control project budgets to prevent overspending or underspending, ensuring all expenditures are compliant with contractual terms and stakeholder agreements.<br \/>\n\tOversee review and submission of external moderation reports\/verification reports to enable accurate and compliant grant payments.<br \/>\n\tAssist in the cleanup and maintenance of the Commitment Register, ensuring accurate and up-to-date financial commitments are recorded.<\/p>\n<p>People \/ Staff Management<\/p>\n<p>\tGuide, lead and direct staff to be able to achieve objectives set for them<br \/>\n\tMonitor and manage staff performance within the division in compliance with the Performance Management policy and processes<br \/>\n\tEnsure achievement of departmental goals and targets.<br \/>\n\tCoach and mentor staff as appropriate to improve performance<br \/>\n\tImplement sound labour practices within the approved FoodBev SETA conditions of service<br \/>\n\tEnsure the implementation and adherence of the human resources policies, procedures and practices within the department<br \/>\n\tEnsure that the values of FBS are understood and implemented<\/p>\n<p>Reporting<\/p>\n<p>\tDraft monthly and quarterly reports in line with FBS standards and procedures.<br \/>\n\tCoordinate the submission of information
