MINIMUM REQUIREMENTS:<\/p>\n
\tNQF Level\u00a07 in Supply Chain Management, Procurement, Logistics, Engineering, Commerce, Business or Public Management.
\n\t8 Years relevant experience (SCM risk and governance) in Supply Chain Management department(s), of which three (3) years must be in management.<\/p>\n
KEY RESPONSIBILITIES:<\/p>\n
SCM Risk, Governance and Compliance<\/p>\n
\tEstablish, maintain, and support the implementation and operation of governance and compliance structures in the SCM value chain
\n\tDevelopment and maintenance of procurement policy, procedures, process, templates, delegations, and performance metrics
\n\tEstablish and lead an organisation wide supply chain management governance and risk management framework to monitor, manage and drive procurement performance through impact analysis, ensure compliance with relevant legislative and policy, manage risks and realise business opportunities
\n\tDevelop reports on SCM and procurement performance and remedial action plans for internal and external stakeholders
\n\tProfessionalise the SCM Framework through adequate training and skills development programs
\n\tCollaborate with the Company Representative to ensure full compliance with the Contractor Performance Management policy & procedures
\n\tEnsure personal and team compliance to the procurement policy, procedures and methods and proactively provide continuous improvement feedback to the relevant teams.
\n\tResponsible for asset performance tracking against regulatory targets.<\/p>\n
SCM \/ Procurement advisory and stakeholder management<\/p>\n
\tProvide expert, authoritative advice to key stakeholders on all aspects of procurement strategy and practice to inform business planning and action, encourage innovative approaches and enhance value through improved procurement efficiency and outcomes
\n\tDevelop a strong relationship with internal and external auditors to adequately respond to findings and institute remedial action where appropriate
\n\tDeveloping and maintaining appropriate relationships with legislative authorities, voluntary associations, forums, and other organs of state to share and implement best practices<\/p>\n
The Incumbent will also be responsible for Performance Management & People Management which includes:<\/p>\n
\tDevelop and manage performance-based scorecards to manage and ensure continuous improvement of the SCM value chain
\n\tEstablish key performance indicators and qualitative and quantitative metrics to capture, report and evaluate the benefit and performance of all procurement activity and lead improvement planning and implementation in consultation with key stakeholders and suppliers.
\n\tProvide functional\/technical support, advice and guidance and assist in the transfer of skills to the SCM staff<\/p>\n
