OVERALL PURPOSE OF THE JOB<\/p>\n
\tTo regulate, monitor, and enforce Cargo Security standards and ensure compliance with CARS 108.
\n\tTo promote aviation security and a culture of secure transportation of cargo by air.<\/p>\n
Oversight activities -Inspections and audits<\/p>\n
\tPlan inspections and audits as per laid-down ISO Procedures
\n\tConduct oversight activities following set guidelines and submit comprehensive reports
\n\tEvaluate risk assessment reports and make appropriate recommendations
\n\tConduct\u00a0risk assessments and recommend mitigation measures\u00a0<\/p>\n
Administration<\/p>\n
\tPerform job-related administration tasks.
\n\tCompile and submit management reports as required.
\n\tCreate and maintain a database of allocated clients.
\n\tCreate and maintain a database for non-compliances on the findings register.
\n\tHandle internal and external correspondence through the Manager.
\n\tMaintain the AVSEC Documents management system relating to Air Cargo Security in line with the records management procedures.<\/p>\n
Enforcement and Compliance<\/p>\n
\tConduct investigations of reported undeclared and mis-declared cargo consignments to determine compliance with Part 108 and associated regulations
\n\tPerform follow-ups on all noted non-compliance cases investigated to ensure that appropriate corrective action, sanction or penalty is imposed.
\n\tCompile reports of all major and severe to the Enforcement Committee.
\n\tProvide technical expertise during incident and accidents investigations when required.<\/p>\n
Development of Regulations<\/p>\n
\tMake recommendations regarding regulations to address identified gaps in the security system
\n\tParticipate in the process of developing and amending legal instruments related to aviation security
\n\tDevelop\u00a0of technical guidance materials and promotional materials<\/p>\n
Approvals (Part 141 in terms of SA-CATS-TS)<\/p>\n
\tPart 141 – Assess applicants’ Manual of Procedure and Curriculum as per Part 108 and SA-CATS-CS.
\n\tCargo Security Manual – Assess Cargo Security Manual in terms of Part 108 and NASP.<\/p>\n
Liaison and Communication\u00a0<\/p>\n
\tParticipate in initiatives to promote cargo security
\n\tAct as a liaison between stakeholders and SACAA at a local level.
\n\tProvide industry feedback to the pertinent authority and SACAA<\/p>\n
General<\/p>\n
\tPerform any other function for Cargo Security and Dangerous Goods Department as and when required.<\/p>\n
Requirements<\/p>\n
Minimum Qualification:<\/p>\n
\tNational Diploma in Administration or relevant NQF Level 6 qualification
\n\tCargo Security Certificate or Aviation Security Certificate or Dangerous Goods Certificate<\/p>\n
Ideal Qualification:<\/p>\n
\tDegree in Administration or relevant Degree
\n\tRisk Management Certificate<\/p>\n
Experience:<\/p>\n
\t3 years’ experience in Cargo Security or related experience
\n\tAviation experience would be an added advantage<\/p>\n
