DUTIES AND RESPONSIBILITIES:<\/p>\n
Legislation\u00a0Implementation of:<\/p>\n
\tMine Health & Safety act No 29 of 1996 and or;
\n\tOccupational Health and Safety act No 85 of 1993;
\n\tNational Environmental Management Act no 107 of 1998 and local Bi-Laws.
\n\tEnsure statutory compliance with respect to key plant equipment.
\n\tConfirm that work practices are safe and in compliance with legislative requirements.
\n\tCoordinate the availability of all legal appointments, reflecting the requirements of our clients and any other legal requirement and updated following changes.
\n\tEnsure compliance to the COID Act.
\n\tMaintain a valid copy of the Letter of good standing and ensure it is available to all interested parties.
\n\tCoordinate the attendance of medicals and training by all staff , verify all onboarding employees are fit to perform work and ensure follow-up or periodic medicals are timeously attended.
\n\tVerify that personnel are trained to perform their tasks and are inducted on the site HSE requirements.<\/p>\n
Heath, Safety and Environmental system<\/p>\n
\tImplementation and maintenance of the Health, Safety and Environmental systems
\n\tHSEC Online

\n\tImplementation of the Legal Compliance Registers
\n\tManage the completion of all relevant documents accurately and timeously by applicable stakeholders.
\n\tVerify that all client and Company policies and procedures are always adhered too.
\n\tProvide on the job training and coaching for all HSE related matters.<\/p>\n
Risk Assessment<\/p>\n
\tDevelopment and regularly review the site baseline risk assessment (BLRA), Issue base Risk Assessment (IBRA) in consultation with relevant stakeholders.
\n\tIn consultation with the team, develop and maintain a register of upcoming activities to ensure the timeous development and finalisation of related risk documentation and procedures and the assignment of.
\n\tCo-ordinate and facilitate the development of issued-based and task specific risk assessments with the onsite team.
\n\tCo-ordinate and provide coaching to line managers to ensure regular pre-work risk assessment are conducted prior to commencing with activities.
\n\tFacilitate the training of all employees in the risk assessment and procedures.
\n\tConduct regular reviews of the application of the risk management process and the quality thereof through field verifications and correct deviations where they exist.<\/p>\n
Communication & Development<\/p>\n
\tCoordinate the development of HSE related awareness material and these are communicated in the Toolbox talks to the workforce.
\n\tMaintain regular communication with stakeholders to ensure they remain abreast of successes and concerns.<\/p>\n
Client management<\/p>\n
\tKeep abreast of all Client requirements.
\n\tRespond timeously to Client requests.<\/p>\n
Site inspections<\/p>\n
\tConduct statutory and regular site inspections. Verify compliance to policies, procedures and the HSE system requirements.
\n\tConduct regular site inspections to identify any unsafe conditions or behaviour and reinforce safe behaviours.
\n\tEstablish a program for inspections and verifications and measure the achievement of the program.<\/p>\n
Administrative functions<\/p>\n
\tStatistics and SHE reports are accurately captured and reported weekly and monthly to the Site Manager and HSEQ Department.
\n\tLiaison with client on site reference documentation standards.
\n\tEnsure that a filing system is kept as per our minimum standards.
\n\tEnsure that reporting to the client on site is accurate and correct.
\n\tCoordinate that all equipment and tool are inspected by competent personnel and registers maintained and over inspected.<\/p>\n
Records<\/p>\n
\tKeeping records of inspection findings and action solutions.
\n\tMaintain an event register of incidents and accidents.
\n\tAnalyse trends and recommend suggested actions for implementation by the team.
\n\tCapture and report on leading and lagging indicators for site and recommend improvement actions where deviations are observed.<\/p>\n
Incident Investigations<\/p>\n
\tLead and direct all incident investigations, driving actions and outcomes through to final completion and closure.
\n\tPerform Root Cause Analysis.
\n\tEnsure correct reporting channels are followed on site as well as to Head Office Support functions.
\n\tEnsure investigations and associated reports are timeously completed
\n\tFollow up on corrective actions to be implemented and advise the site team on overdue actions.
\n\tLiaise closely with clients throughout the accident investigations.<\/p>\n
Emergency preparedness<\/p>\n
\tEnsure the establishment and availability of an emergency preparedness procedure for the site.
\n\tSchedule and coordinate the execution of regular risk-based emergency preparedness drills, documenting findings and implement improvements<\/p>\n
Site HSE Audits<\/p>\n
\tEstablish an internal and external audit plan that is inclusive of own and contractor activities.
\n\tConduct audits in line with procedures.
\n\tParticipate in Head office quarterly audits and ensure findings are closed timeously.<\/p>\n
Occupational Hygiene<\/p>\n
\tEnsure site policies and procedures are being adhered to.
\n\tIdentify needs for hygiene assessment and monitoring programmes.
\n\tDevelop, implement strategies to reduce exposure to communicable diseases and Hazardous biological agents.<\/p>\n
Planned task observation<\/p>\n
\tEstablish a schedule for the execution of PTO\u2019s.
\n\tCoordinate the execution of Planned Task Observations on all staff in line with the planned schedule.
\n\tIdentify deviations observed during the observation process and implement actions in consultation with the team to close-out.
\n\tCorrect behavioural and procedural inefficiencies based on expected outcomes.<\/p>\n
SHE Representatives<\/p>\n
\tParticipate in client H&S committee meetings on a periodic basis.<\/p>\n
Training<\/p>\n
\tFacilitate in-house and external HSE training.
\n\tEnsure safety training needs are identified and communicated to site management.
\n\tEnsure documented proof is kept of all Safety related training done.
\n\tEnsure safety training is in line with modern practices, procedures and legislation.
\n\tEnsure training statistics are forwarded timeously to site management and SHE Manager.
\n\tUpdate personnel files with relevant valid competencies.
\n\tMaintain a site training matrix.<\/p>\n
MINIMUM REQUIREMENTS<\/p>\n
QUALIFICATIONS<\/p>\n
\tMatric (Grade 12) or an equivalent qualification registered at NQF Level 4, including relevant NATED courses (e.g., N3 Certificate)
\n\tSAMTRAC\/Comsoc 1 or 2
\n\tISO certification (9001:2015; 14001:2015, 45001:2018)
\n\tMine Health & Safety Act Legal liability
\n\tNebosh Certification IGC \/ National Diploma (NADSAM)
\n\tRisk assessment
\n\tICAM \/ RCAT \/ TAP Root
\n\tDriver\u2019s License for manual vehicle an added advantage<\/p>\n
EXPERIENCE<\/p>\n
\tAt-least 3 years demonstrated HSE experience in an operational environment
\n\tAt-least 2 years Mine Health and Safety Act knowledge and experience
\n\tMinimum 1 year ISO 9001 Quality Management training
\n\tMinimum 1 year ISO 14001 Environmental Management training
\n\tMinimum 1 year ISO4500 Training
\n\tAt-least 3 years Knowledge of safety procedures
\n\tAt-least 3 years Knowledge of legislative compliance requirements e.g. COIDA, OHSA, Legal Liability, Accident\/Incident Investigation<\/p>\n
