Ensure investment growth and maximum income of Centre through effective Centre management and asset control. Develops related budgets, oversees leasing contracts, procures services, handles third party service contracts, and directs maintenance procedures.\u00a0<br \/>\n\tEnsures that all buildings, grounds, and equipment are well maintained and in optimal working condition.\u00a0<br \/>\n\tDevelops and implements departmental policies and procedures and ensures that all operations are in accordance with established health and safety regulations.\u00a0 Ensures that services purchased are of acceptable quality at the least possible cost.<br \/>\n\tKeeps Senior Management well informed of area activities and significant problems.\u00a0 Trains, directs, and appraises assigned personnel.<\/p>\n<p>ESSENTIAL FUNCTIONS AND BASIC DUTIES<\/p>\n<p>Assumes responsibility for the effective operations management of Centre and facilities.<\/p>\n<p>Centre Management<\/p>\n<p>\tKeeps abreast of market activities in respect of tenant movement, new developments, major vacancies and other landlord\u2019s strategies<br \/>\n\tAttends meetings \/ functions related to successful operation of Centre i.e. SAPOA, CJP etc.<br \/>\n\tAssists with a five-year maintenance plan including allowances for provisions or depreciation where applicable (annually) for submission to the Assistant General Manager \/ Director<br \/>\n\tInvestigates\/initiates proposals for refurbishments<br \/>\n\tMaintains a hands-on control of projects in hand<br \/>\n\tReviews the building status\/grade ongoing and advise the Senior Management regarding maintaining the standards within those grade<\/p>\n<p>Client Reporting<\/p>\n<p>\tProvides accurate information to client according to agreed format timeously<br \/>\n\tAnalyses of monthly income \/expenses and variance reporting<br \/>\n\tMonitors turnover rentals<br \/>\n\tMonitors of all municipal recoveries (and general recoveries) on a monthly basis<\/p>\n<p>Planning and Budgeting<\/p>\n<p>\tPrepares and completes budgets as required each year<br \/>\n\tCompletes of forecasts timeously as required<br \/>\n\tReviews market rentals quarterly and ensure best possible rate achieved and maintained as per agreed mandates<br \/>\n\tAssists in formulation of business plans for the unit<br \/>\n\t5 Year budget \u2013 preparation and control or as required by the client<br \/>\n\tQuarterly review and monitoring results or as required by the client<\/p>\n<p>Quarterly Expenditure \/ Analysis\u00a0<\/p>\n<p>\tSets and motivates Capex \/TI philosophy per building in consultation with client<br \/>\n\tRecommend TI standard specification<br \/>\n\tRecommend Capex requirements<br \/>\n\tEnsures we conform to Capex philosophy and procedures<br \/>\n\tEstimates new operating costs<br \/>\n\tEnsures recovery of operational and utility costs in accordance with Lease terms<\/p>\n<p>Debtors and Creditors Management<\/p>\n<p>\tUndertakes monthly interaction meetings with Debtors, Debtors Manager and Leasing to ensure appropriate action taken and recommend legal action<\/p>\n<p>Credit Control. Responsible for Management:<\/p>\n<p>\tArrears<br \/>\n\tLegal action \/ liaising with attorneys \/ management as required<br \/>\n\tMotivate Write-offs to senior management \/ client<\/p>\n<p>Parking Management<\/p>\n<p>\tAttends monthly \/ ad hoc interaction meetings all parkades where applicable<br \/>\n\tIn conjunction with the responsible person for parking, maintains accurate control of \u201cin house\u201d operated parkades<\/p>\n<p>Tenant Relations<\/p>\n<p>\tDeals with correspondence \/ interaction with tenants as required<br \/>\n\tEnsures that leases are timeously renewed and all vacant space is let and in a presentable state<\/p>\n<p>New Tenants<\/p>\n<p>\tDetermines and recommends letting mandates (i.e. rental levels, installation cost etc.) for approval<br \/>\n\tUndertake lease negotiation and maintenance of tenant relationships<br \/>\n\tControls new leases and record of same<\/p>\n<p>Controls \/ oversees new installations (through technical \/ operations manager where appropriate) including:<\/p>\n<p>\tPremises design<br \/>\n\tNegation\/liaison\/control with\/of professionals and contractors<br \/>\n\tSign off acceptance of complete premise<\/p>\n<p>Existing Tenants<\/p>\n<p>\tRenews Lease Agreements in accordance to mandate<br \/>\n\tTenant liaison and public relations<br \/>\n\tControls\/arranges centre promotions through merchant\u2019s association\/s or promotion committee\/s or marketing funds<br \/>\n\tRegular assesses tenants\u2019 turnover, stock turn and merchandising to establish both growth needs and\/or trading difficulties<br \/>\n\tMonitor and compile foot traffic reports<\/p>\n<p>Expense Control<\/p>\n<p>\tChecks and authorises payment of accounts<br \/>\n\tAuthorises cleaning, consumables, electrical and general maintenance orders<br \/>\n\tControls wage and salary allocation<br \/>\n\tControls municipal payments and recoveries there against<br \/>\n\tEnsures cost effectiveness and performance of contractors<\/p>\n<p>Financial Management<\/p>\n<p>\tMonthly financial statements<br \/>\n\tMonthly management reports<br \/>\n\tAccurate budgeting and reporting<\/p>\n<p>Operating costs<\/p>\n<p>\tCalculates operating costs for charge-out to tenants<br \/>\n\tEnsures recoveries as appropriate<br \/>\n\tTenant mix i.e. what business should be established \/ recommended<br \/>\n\tNetworking with tenants, public, external organizations<br \/>\n\tIssues tender documents<\/p>\n<p>Expense control<\/p>\n<p>\tChecks and approves payment of accounts<br \/>\n\tControls cleaning, consumables, electrical and general maintenance<br \/>\n\tControls municipal payments and recoveries there against<br \/>\n\tEnsures effective performance of contractors<\/p>\n<p>Customer liaison<\/p>\n<p>\tNew Tenants<br \/>\n\tLease negotiation<br \/>\n\tMaintenance of tenant relationships<\/p>\n<p>Public relations<\/p>\n<p>\tEstablishes and maintains sound public relations<br \/>\n\tAttracts people to the Centre<br \/>\n\tControl of Advertising Materials<br \/>\n\tMotivates and assists tenants to improve their services<\/p>\n<p>Assumes responsibility for the effective repairs and maintenance of the Centre.<\/p>\n<p>Asset Management<\/p>\n<p>\tControls\/schedules\/implements regular preventative maintenance program in line with budget constraints<br \/>\n\tMotivation of refurbishments, major repairs as appropriate<br \/>\n\tAttends site meetings with contractors in respect of maintenance\/expansion of projects<br \/>\n\tMonitors progress<br \/>\n\tInspection \/ enforcement of tenant responsibilities during and on termination of lease terms<br \/>\n\tLiaises with appropriate Government, Provincial and\/or local authorities<br \/>\n\tResponsible for Compliance of OSH Act<\/p>\n<p>\u00a0Maintenance<\/p>\n<p>\tGeneral Maintenance of Buildings and premises<br \/>\n\tAll electrical, electronic, mechanical and air conditioning equipment<br \/>\n\tComplies with the OHS act and all other statutory requirements<\/p>\n<p>Assumes responsibility for the security of all the Centre facilities. Conducts scheduled inspections of security systems and implements improvements as necessary.<\/p>\n<p>Occupational health and safety<\/p>\n<p>\tThe development of security action plans, systems and directives<br \/>\n\tThe management of security guards on shift<br \/>\n\tThe establishment and maintenance of an emergency preparedness programme<br \/>\n\tThe training of Maintenance and Security personnel in Occupation and Health Safety<br \/>\n\tReport security incidents to our management<\/p>\n<p>Assumes responsibility for ensuring professional business relations with tenants, suppliers, contractors, and trade professionals.<\/p>\n<p>\tWorks to develop and maintain productive business relations with vendors, suppliers, contractors, etc.<br \/>\n\tActs as a liaison between the Company and external contacts<br \/>\n\tEnsures effective coordination of external services with Company operations<br \/>\n\tObtains and conveys information as appropriate<br \/>\n\tPromotes goodwill and a positive image of the Company<\/p>\n<p>\u00a0Effectively supervises Centre personnel, ensuring optimal performance.<\/p>\n<p>\tProvides leadership to assigned personnel through effective objective setting, delegation, and communication. Conducts regular meetings to ensure that personnel are well informed of changes in policies and procedures.\u00a0 Discusses areas needing improvement<br \/>\n\tAssigns and coordinates personnel. Directs daily operations<br \/>\n\tIdentifies, develops, and implements training programs as appropriate<br \/>\n\tConducts performance appraisals. Provides measurable feedback to assigned personnel and suggestions for improved performance. Formulates and implements employee corrective actions as needed<br \/>\n\tEnsures that staffing levels are appropriate. Interviews, hires, and assigns personnel as necessary<\/p>\n<p>Assumes responsibility for related duties as required or assigned.<\/p>\n<p>\tEnsures that work area is clean, secure, and well maintained<br \/>\n\tCompletes special projects as assigned<\/p>\n<p>PERFORMANCE MEASUREMENTS<\/p>\n<p>\tGood communication and coordination exists with departments. Assistance is provided as needed<br \/>\n\tSenior Management is appropriately informed of area activities and of any significant problems<br \/>\n\tOperations personnel are well trained, effective, and efficient.
