Description<\/p>\n
\tResponsible for licensing standards and regulations for all ATS licenses; oversight of ATS designated examiners.
\n\tTo conduct oversight and surveillance of training standards and ensure the effective and correct administration of aviation training organisations conducting ATS training\u00a0in accordance with Part 141 of the South African Civil Aviation Regulations 2011, (As amended), ICAO Annex 1 and internal company policy and standards.<\/p>\n
CATS and CAR\u00a0Development<\/p>\n
\tConduct research and development
\n\tIn co-operation with Managers: Licensing and Examinations:
\n\tDevelop and implement Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards (CATS) for the Civil Aviation Regulations Part 141 and Parts 65 in compliance with the Standards and Recommended Practices of ICAO Annex 1<\/p>\n
Operational Management<\/p>\n
\tConduct audits on all Part 141 Certificate holders conducting ATS training as per the Master Surveillance Plan.
\n\tEstablish compliance to the Regulations and conduct audits and inspections as per SACAA Procedures.
\n\tMake relevant recommendations pertaining to safety management systems.
\n\tRecommend enforcement measures with respect to regulatory non-compliances.
\n\tProvide factual reports of audits and inspections conducted on the training organisations.
\n\tMonitor and follow up on the implementation of corrective action and the closure of action within allocated time frames.
\n\tFacilitate approval, and their maintenance with respect to Training and Procedures Manuals
\n\tConduct oversight on the activities of designated ATS examiners.
\n\tSupport the Licensing Administration function within SACAA, including the assessment of applications, against legal requirements in accordance with the provisions of the Civil Aviation Regulations 2011, Part 65.
\n\tInvestigate and recommend action to the Director on any deviations to the requirements.
\n\tDevelop and implement standards for licensing administration that ensures adherence to requirements.
\n\tIntroduce adequate control measures to enable SACM to effectively carry out its mandate of Safety and Security Oversight.
\n\tUpdate and amend all documentation, checklists and procedures to ensure compliance with the regulations.
\n\tRecommend the approval\/denial\/withdrawal of exemptions and special approvals.<\/p>\n
Communications and Safety Promotion<\/p>\n
\tProject a professional and positive image of the CAA to all stakeholders.
\n\tProvide industry feedback to the Manager<\/p>\n
Industry Liaison and Client Service Standards<\/p>\n
\tParticipate with industry through workshops and conferences in the develop
\n\tPractical examination\/testing\/training standards
\n\tThe oversight system to portray a positive image of the SACAA.
\n\tLiaise with industry to record problem-solving solutions and convey knowledge to the industry to allow for the improvement of standards.
\n\tResolve customer issues while abiding by regulations and internal policies<\/p>\n

\tAir Traffic Control License with Aerodrome or Approach\/Area rating issued in terms of Part 65 with Instructor rating<\/p>\n
