Purpose of the Position:<\/p>\n
\tThe Programme Manager: ISD will be responsibleto identify, manage and implement skills development interventions that will enable and stimulate a culture of innovation and contribute to building a vibrant ecosystem within the NSI.<\/p>\n
Minimum Requirements\u00a0\u00a0 \u00a0
\nQualifications\u00a0<\/p>\n
\tDegree in Human Resources\/relevant Talent Management qualification<\/p>\n
\u00a0Experience<\/p>\n
\tThree (3) years\u2019 talent management experience in the Technology Innovation field<\/p>\n
Duties and Responsibilities\u00a0\u00a0 \u00a0
\nInternal Processes<\/p>\n
\tCompliance with all TIA systems (performance management, HR, finance, Stakeholder information, fund management, reporting etc.)
\n\tAdherence to all relevant policies and frameworks
\n\tReview ISD business plans and budgets by detecting over and underspend and implement corrective risk management measures
\n\tEnsure standard operating procedure is followed;
\n\tIdentify skills gaps
\n\tScreen applications,
\n\tobtain EXCO approval,
\n\tcommunicate outcome,
\n\tcontract into agreements with successful applicants\/host institutions
\n\tMonitor progress against milestones, and
\n\treview quarterly progress and disbursements
\n\tActively engage with Stakeholders to ensure proper exiting takes place
\n\tAssess, analyse and integrate information prior to capturing into the relevant system
\n\tEnsure unit information is recorded and captured accurately on the FMS
\n\tStreamline processes and procedure to maximize efficiency
\n\tStay abreast of related trends in the market
\n\tSupport the Head of ISD in developing and implementing all relevant policies and frameworks<\/p>\n
Stakeholder Relationship<\/p>\n
\tCreate customer awareness of the units offerings and services
\n\tEngage effectively with stakeholders and clients
\n\tEffective reporting to internal and external stakeholders (DSTI and others)
\n\tMaintain an up to date stakeholder databases and log of key stakeholder initiatives
\n\tEnsure credible success stories are published in collaboration with SSRC
\n\tParticipate in events, meetings, workshops and conferences by giving input, avail skill, competency and expertise. Participation should result positive input, impact and giving direction in the NSI<\/p>\n
Financial Perspective<\/p>\n
\tAssist and provide input to the development of the ISD programme budget and forecast (operational and investment)
\n\tEnsure investment budget is spent according to operational plans.
\n\tIdentify and assist unit to raise funding from new and established funding sources<\/p>\n
Learning and Growth<\/p>\n
\tKPA\u2019s are understood and achieved as agreed upon in the Performance agreement
\n\tReview performance against agreed performance standards
\n\tLive the values and culture of TIA
\n\tIdentify and implement development opportunities to ensure continuous improvement of work effectiveness and efficiency
\n\tDepartmental Information systems and tools are optimally utilized to execute core tasks<\/p>\n
