YEARS OF EXPERIENCE<\/p>\n
\tA minimum of 7 years at senior and middle management level, of which at least 2 years must be at Senior Management level; and
\n\tHave proven successful Professional Developmental\/ Town and Regional Planning experience<\/p>\n
REQUIREMENTS Gr 12\/ Matric certificate<\/p>\n
\tA relevant Postgraduate Degree or relevant qualification registered on the National Qualifications Framework at NQF Level 8 with a minimum of 120 credits; Bachelor of Science Degree in Building Sciences\/ Architect or Bachelor\u2019s Degree in Town Planning or Development Studies or equivalent;
\n\tA valid driver\u2019s licence;
\n\tA certificate in Municipal Financial Management Programme (MFMP) or Certificate Programme in Municipal Development (CPMD) is essential. If a newly appointed person is not in possession of this Competency, he\/she must complete it within eighteen (18) months from the date of employment, failing which, the employment contract will terminate automatically within one month after the applicable period.<\/p>\n
ADDED ADVANTAGE<\/p>\n
\tA Project Management Certificate or Diploma;
\n\tAt least 10 year\u2019s relevant experience in local government;
\n\tRegistration as a Professional Planner in accordance with the Planning Professions Act, 2002 (Act No 36 of 2002).<\/p>\n
KNOWLEDGE<\/p>\n
\tGood knowledge and understanding of relevant policy and legislation;
\n\tGood knowledge and understanding of institutional governance systems and performance management;
\n\tGood knowledge of Supply Chain Management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No 05 of 2000);
\n\tKnowledge of geographical information systems; and
\n\tKnowledge of spatial, town and development planning.<\/p>\n
KEY PERFORMANCE AREAS<\/p>\n
\tDevelop, implement and manage strategic goals, policies, procedures and plans for the Department and align them with the strategic objectives of the Municipality;
\n\tIntegrate service delivery in the context of Council\u2019s IDP and oversee the implementation;
\n\tManage the Department\u2019s budget planning, implementation and review to support deliverables in relation to the IDP,<\/p>\n
Provide advice and support to Council, the City Manager and other office bearers on all functions of the Department:<\/p>\n
\tUrban and Rural Planning
\n\tPublic Transport Facilitation
\n\tEconomic Development Facilitation<\/p>\n
