PURPOSE OF THE JOB<\/p>\n
\tPerform oversight and monitor the implementation of the Part 114 and other related Civil Aviation Regulations (CARs) in compliance with the Civil Aviation Act,\u00a0No. 13 of 2009.
\n\tPromote Aviation Security to strengthen the national aviation systems.<\/p>\n
OVERSIGHT ACTIVITIES – INSPECTIONS, AUDITS, AND SURVEILLANCE<\/p>\n
\tPlan and execute inspections, audits and other types of monitoring activities\u00a0in line with functional procedures.
\n\tConduct oversight and other types of monitoring activities as assigned by the manager, make appropriate recommendations, and submit comprehensive reports.
\n\tConduct follow-up inspections or audits to ensure the resolution of identified non-compliances.
\n\tProcess applications for the approval of security programmes or manuals, air operator certificates, and other such applications.
\n\tEvaluate, validate and review security programmes, and other relevant security manuals for Air Carriers, Aerodromes, and General Aviation.
\n\tProcess applications for the validation of appointed officials for Aviation Security.
\n\tParticipate in development and continuous improvement of procedures and quality management documents.<\/p>\n
ADMINISTRATION<\/p>\n
\tPerform job-related administration tasks.
\n\tCreate and maintain a client database.
\n\tCreate and maintain a database for non-compliances on the findings register.
\n\tMaintain non-scheduled operations and general aviation data and information repositories on business system(s).
\n\tMaintain the AVSEC documents management system in line with the records management procedures\u00a0and personal information in compliance with the POPIA.<\/p>\n
ENFORCEMENT AND COMPLIANCE<\/p>\n
\tFollow up and evaluate the implementation of corrective action plans and effectiveness of corrective measures to ascertain resolution of non-compliances.
\n\tInitiate enforcement action for cases of non-compliances meriting enforcement action in line with the enforcement procedure.
\n\tPrepare a memorandum and attach all necessary documents with recommendations to submit to the Enforcement unit.<\/p>\n
AMENDMENTS TO REGULATIONS<\/p>\n
\tRecommend to the manager a review of regulations to address identified gaps in the security system.
\n\tParticipate in the process of developing and amending legal instruments related to aviation security.<\/p>\n
LIAISON AND CONSULTATION<\/p>\n
\tAct as liaison with internal and external stakeholder regarding aviation security related matters.
\n\tAttend to all requests and queries in line with the SACAA policies and procedures.
\n\tProvide feedback on queries raised by operators.
\n\tParticipate in security awareness programs and SACAA initiatives.<\/p>\n
Requirements<\/p>\n
Minimum Qualification:<\/p>\n
\tNational Diploma in Administration or Relevant NQF level 6 qualification
\n\tAviation Security \/Safety or Quality Management Systems Certificate or\u00a0Certificate in aviation security at airport or airline level.<\/p>\n
Ideal:<\/p>\n
\tNational Diploma in Security Risk Management or Quality Management\u00a0<\/p>\n
Experience:<\/p>\n
\t3 years Aviation Security experience OR
\n\t5 years Aviation Safety experience<\/p>\n
