The role supports the CFO in driving financial governance, audit readiness, strategic planning, and accurate reporting to stakeholders, including National Treasury, the Board, and the Auditor-General of South Africa (AGSA).<\/p>\n<p>Key Performance Areas:<\/p>\n<p>Governance and Administration<\/p>\n<p>\tEstablish and maintain strong internal control systems to ensure the integrity, accuracy, and completeness of financial information.<br \/>\n\tOversee compliance with financial policies, delegations of authority, and cost containment measures.<br \/>\n\tDrive implementation of audit action plans and address external\/internal audit findings.<\/p>\n<p>Financial Reporting &amp; Compliance<\/p>\n<p>\tPrepare and review monthly, quarterly, interim and year-end financial results and supporting schedules for the year-end audit.<br \/>\n\tFacilitate the continuous review of the Annual Financial Statements during the audit period.<br \/>\n\tEnsure timely submission of statutory reports to National Treasury, Department of Human Settlements, Board, and Audit &amp; Risk Committees.<br \/>\n\tEnsure accuracy and reliability of financial reporting e.g. for EXCO, AFS, National Treasury etc<br \/>\n\tDevelop and Annual Financial Statement preparation plan.<br \/>\n\tManage, reconcile and review transactions in the SAGE system.<br \/>\n\tManage the accurate allocation of expenses to relevant cost centres.<br \/>\n\tManage the completeness, accuracy and timeous processing of transactions.<br \/>\n\tOversee the performance of monthly bank reconciliation for CFO to review.<br \/>\n\tReview and approve journals as well as monthly general ledger reconciliations.<br \/>\n\tManage the accuracy of retention balances.<br \/>\n\tManage the maintenance and full compliance of fixed asset register, including Land and regional offices.<br \/>\n\tLead year-end audit preparation and coordinate audit engagements with AGSA and internal auditors.<br \/>\n\tLiaise with auditors and manage audit process.<br \/>\n\tEnsure clean audit by checking that all the daily tasks are done according to proper financial policies and procedures.<br \/>\n\tReview monthly Fixed Asset register and associated reconciliations.<br \/>\n\tSign-off any fixed asset additions or disposals to be processed.<br \/>\n\tEnsure all relevant Fixed Asset policies and procedures are maintained and applied.<br \/>\n\tFixed Asset verification process as and when conducted.<br \/>\n\tOversee financial analysis of variances, risks, and opportunities to support decision-making.<br \/>\n\tMonitor surplus\/deficit assessments, retention of interest\/surpluses, and grant accounting in line with PFMA requirements.<br \/>\n\tMonitor compliance with Treasury Regulations, Instruction Notes, Circulars, and Board-approved policies relevant to the current scope of work.<\/p>\n<p>Leadership<\/p>\n<p>\tManage and develop the financial reporting team, providing guidance, mentoring, and performance oversight.<br \/>\n\tEnsure adequate resource allocation for high-demand periods (e.g., audit season).<br \/>\n\tBuild a high-performance culture, promoting accountability, integrity, and professional ethics.<\/p>\n<p>People Management<\/p>\n<p>\tSelect, assign, lead and manage people.<br \/>\n\tSet clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.<br \/>\n\tBuild and manage relationships with staff members.<br \/>\n\tManage and support staff development.<br \/>\n\tDevelop and manage the implementation of succession plans for key individuals and critical positions.<br \/>\n\tImplement the HDA HR policies and procedures as required.<br \/>\n\tManage risks and address issues as they arise.<br \/>\n\tManage and develop the financial reporting team, providing guidance, mentoring, and performance oversight.<br \/>\n\tEnsure adequate resource allocation for high-demand periods (e.g., audit season).<br \/>\n\tBuild a high-performance culture, promoting accountability, integrity, and professional ethics.<\/p>\n<p>Qualifications &amp; Experience<\/p>\n<p>\tA B. Comm.
