SABS.<\/p>\n<p>Minimum Requirements\u00a0\u00a0 \u00a0<\/p>\n<p>\tQualification<br \/>\n\tGrade 12<br \/>\n\tDiploma + Advanced Diploma \/ B-Degree in Supply Chain Management, Procurement, Purchasing or a related field \u00a0(NQF Level 7)<br \/>\n\tMembership to a professional Procurement body e.g. CIPS (preferred)<\/p>\n<p>Works Experiance<\/p>\n<p>\t10 Years relevant SCM work experience within governance and compliance in the Public Sector.<br \/>\n\t3 years management experience<\/p>\n<p>Duties and Responsibilities\u00a0\u00a0 \u00a0<\/p>\n<p>\tOperational Management<br \/>\n\tContribute towards the development of a strategy for the Division and ensure alignment of this strategy with the plan for the SCM Compliance business unit overall.<br \/>\n\tEnsure productivity is measured effectively against set objectives.<br \/>\n\tManage and ensure the drive of continuous improvement activities within area of responsibility.<br \/>\n\tManage the business unit and ensure that it contributes to the achievement of business objectives<br \/>\n\tManage operations effectively to deliver services within timelines and prescribed quality through effective resource management<br \/>\n\tUse insights gained through business information to compile reports, and metrics to measure success and inform the business decisions within area of responsibility<br \/>\n\tPut measures into place to improve productivity.<br \/>\n\tFunctional Management<br \/>\n\tMaintain systems to ensure that compliance levels are maintained.<br \/>\n\tDevelop and manage monthly reporting and compliance schedules and proactively manage compliance exceptions.<br \/>\n\tProvide relevant technical support to the Head: SCM.<br \/>\n\tDevelop, plan and implement relevant procurement compliance strategies.<br \/>\n\tIdentify and prioritize SCM compliance projects within area of control.<br \/>\n\tImplement a system for monitoring and reporting non-compliance matters and issues.<br \/>\n\tLead, manage and develop processes for identification of non-compliance matters and issues.<br \/>\n\tPerform regular internal control checks on all SCM activities.<br \/>\n\tManage the reporting of irregular expenditure on a monthly basis in accordance with the applicable prescripts.<br \/>\n\tManage and oversee all audit activities for SCM Unit.<br \/>\n\tManage and oversee the insurance contract for the SABS.<br \/>\n\tIdentify cost saving opportunities and manage the insurance risk including adequate cover for SABS.<br \/>\n\tEnsure that all insurance claims are submitted and processed timeously.<br \/>\n\tEnsure that all payments to the Insurance Broker are completed and submitted on time to limit the insurance risk to SABS<br \/>\n\tProvide compliance oversight of the SABS tender committee and maintain records of the committee.<br \/>\n\tDevelop, review and implement all SCM policies to ensure compliance in line with legislation and directives.<br \/>\n\tProvide technical analysis and compliance reporting to enable decision making by senior leadership.<br \/>\n\tProvide oversight and management of the SCM related systems.<br \/>\n\tEngage with National Treasury on issues of SCM compliance within SABS.<br \/>\n\tRisk and Compliance Management\u00a0<br \/>\n\tEnsure the mitigation of the business unit\u2019s risk profile through the application of fraud controls and risk prevention principles and implementing of sound governance and compliance processes and tools to identify and manage risks.<br \/>\n\tResponsible for the coordination and maintenance of SCM risk register and quality risk management in line with regulatory requirements.<br \/>\n\tMonitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements.<br \/>\n\tSupport and provide evidence to all internal and external audit requirements.<br \/>\n\tOversee the maintenance and enforcement of related Service Level Agreements to minimise business risk and ensure business continuity.<br \/>\n\tEnsure adherence in the team to all relevant laws, policies and Standard Operating Procedures throughout the organisation.<br \/>\n\tFinancial Management<br \/>\n\tProvide input in the planning and compilation of the business unit annual budget aligned to the tactical delivery plans to support the implementation of set objectives.<br \/>\n\tEnsure the effective implementation, management, monitoring of the business unit\u2019s budget, and mitigate and report on any variances.<br \/>\n\tEnsure the deployment of proper financial controls to manage the business unit budget.<br \/>\n\tPeople Management<br \/>\n\tProactively manage all direct reports in order to ensure that the strategic objectives for the division is met.<br \/>\n\tMaintain excellent human capital performance through employee empowerment, skills development and retention and succession planning within the team.<br \/>\n\tMaintain an environment where employees respect and adhere to company standards of integrity and ethics by integrating these values into all processes, procedures and practices.<br \/>\n\tManage and lead SCM Compliance by providing clarity of vision; prioritising resources; facilitating alignment of the team; managing non-performance, driving a customer-centric performance culture, setting appropriate KPA\u2019s and ensure the cascading thereof throughout SCM Compliance and driving their achievement; inspiring commitment; encouraging mutual support; and enabling development opportunities<br \/>\n\tImplement a learning culture within scope of control.<br \/>\n\tDrive performance management in line with the SABS policy within the team, and address performance challenges and develop subordinates to meet the expected performance standards.<br \/>\n\tBe the change champion for all SCM Compliance -wide change, culture and diversity projects and programmes<br \/>\n\tRecruit and retain key talent and other critically skilled personnel to manage internal processes and oversee the tactical, daily analytical work of the team.<br \/>\n\tImplement a learning culture within scope of control.<br \/>\n\tStakeholder Management<br \/>\n\tIdentify and mitigate internal systems and procedural barriers to enhance excellent customer service.<br \/>\n\tBuild and maintain effective internal and external stakeholder relationships for the purpose of expectations management, knowledge sharing and integration, and to manage the organisation\u2019s reputation.<br \/>\n\tRepresent and participate in the organisation\u2019s committees and tasks teams when required.<br \/>\n\tConvene, chair and attend meetings and present findings and business cases to relevant stakeholders when required.<br \/>\n\tManage and resolve operational complaints through timeous resolution and\/or escalation as required<br \/>\n\tProvide technical support and advocacy on SCM
