Role Overview:<\/p>\n
\tThe appointed candidate will report to Senior Investigator and will be responsible to conduct investigations and attend to complaints relating to: Maladministration in state organs and parastatals, and abuse or unjustifiable exercise of power or other improper conduct or undue delay by persons\u00a0performing a public function<\/p>\n
Qualifications and Experience:<\/p>\n
\tA degree or National Diploma in any of the following fields:
\n\tLaw\/Auditing\/Forensic Accounting\/Forensic Investigations
\n\tMinimum three (3) years Investigation experience and\/or
\n\tForensic Investigations and Forensic Auditing
\n\tGood understanding of legislative prescripts that give mandate to
\n\tPublic Protector SA
\n\tComputer literacy
\n\tUnderstanding Requirements of South African Public Service
\n\tAdministration
\n\tKnowledge and application of Case Management System (CMS) or other computer management systems
\n\tKnowledge of auditing or investigation techniques
\n\tA valid driver\u2019s license
\n\tFluency in English and other official language relevant to the Province\/Region<\/p>\n
Skills, Competencies and Knowledge:<\/p>\n
\tKnowledge of Good Governance principles
\n\tExcellent negotiation, mediation and conciliation skills (Alternative Dispute Resolution)\u00a0
\n\tLegal research skills
\n\tLegal interpretation
\n\tKnowledge of Case Management or similar computerised management system
\n\tGood general and Report writing skills
\n\tProject Management skills
\n\tForensic investigation skills will be an advantage
\n\tEffective general management and administration skills in addition to above
\n\tAbility to timeously resolve queries and finalise investigations, and make appropriate recommendations to effectively address maladministration and correct service delivery failures
\n\tLegal research and interpretation of statutes
\n\tProduction of high quality reports
\n\tMust have strong ability to initiate hearings, gather information and evidence
\n\tThe position requires individuals who are objective, impartial and initiative Must be able to deal with complaints, resolve, rectify, make presentations and generally act without fear, favour or prejudice<\/p>\n
Key responsibilities and duties:<\/p>\n
Investigations<\/p>\n
\tConduct investigations on maladministration, undue delay and conduct failure using various investigation techniques in accordance with PPSA service standards
\n\tPrepare Investigation Plans for each allocated matter
\n\tApply Alternative Dispute Resolution (ADR) process to resolve reported complaints
\n\tKeep complainants informed of the progress of the investigation
\n\tPrepare letters, memos and reports and submit to the supervisor within timelines set in the investigation plan
\n\tDraft Investigations and closing reports<\/p>\n
Statistical Reporting<\/p>\n
\tSubmit prescribed accurate and complete monthly and quarterly statistical reports to the supervisor
\n\tEnsure the case management system is updated for accurate reporting<\/p>\n
Customer services<\/p>\n
\tKeep complainants informed of the progress of the investigation
\n\tAdhere to PPSA Service Standards<\/p>\n
