ABOUT THE ROLE<\/p>\n
\tTo lead and manage Armscor\u2019s property development and construction projects in South Africa and other African Countries by establishing a strategic Project Office that oversees the planning, design, and implementation of capital infrastructure and land development initiatives in alignment with organisational objectives.<\/p>\n
QUAILIFICATION<\/p>\n
\tEssential:
\n\tGrade 12
\n\tBSc (Construction Management) \/ BTech (Civil Engineering or Construction Management).
\n\tRegistered Professional with SACPCMP (South African Council for the Project and Construction Management Professions) or equivalent Built Environment professional body.<\/p>\n
Added Advantage:<\/p>\n
\tPostgraduate qualification in Property Development, Project Management, or
\n\tBusiness Administration
\n\tProject Management certification (PMP\/PRINCE2)<\/p>\n
EXPERIENCE<\/p>\n
\tEssential:
\n\tMinimum of 10 years\u2019 experience in construction or property development, including management of large-scale capital projects
\n\tProven experience in project governance, budgeting, and multi-disciplinary team leadership.
\n\tDemonstrated success in delivering projects on time, within budget, and to quality standards.
\n\tStrong background in client, contractor, and consultant relationship management.
\n\tExperience in cost estimation, feasibility studies, and project risk management.<\/p>\n
CRITICAL PERFORMANCE AREAS<\/p>\n
\tThe incumbent will be responsible to perform the following functions but not limited to;
\n\tStrategic Project Planning and Governance
\n\tLead the development of comprehensive project proposals, feasibility studies, and business cases for new property developments, ensuring alignment with strategic objectives and optimal asset utilisation.
\n\tFormulate and implement project strategies integrated with broader property development and infrastructure goals to ensure seamless execution and long-term value creation.<\/p>\n

\n\tLocation Armscor Head Office, Pretoria, Gauteng; On-site; Full-time
\n\tPresent proposals to EXCO and governance structures for approval, securing strategic
\n\talignment and organisational buy-in.
\n\tEstablish robust project governance frameworks, including performance standards, reporting mechanisms, and accountability structures.
\n\tIdentify, assess, and mitigate project risks while enforcing quality assurance to meet design, construction, and regulatory standards. Oversee project budgeting, cost control, financial reporting, and performance tracking against time, cost, and quality metrics to drive efficiency, value, and continuous improvement.
\n\tProject Delivery and Construction Management
\n\tManage all construction activities throughout the project lifecycle, ensuring strict adherence to plans, specifications, quality standards, safety, and environmental compliance.
\n\tDevelop, review, and monitor project budgets and cost estimates, controlling expenditures to maintain financial performance.
\n\tImplement change management procedures, assessing and approving scope changes
\n\twhile safeguarding cost, quality, and timeline objectives.
\n\tSource, evaluate, and manage contractors, consultants, and materials, ensuring procurement delivers value and contractual compliance.
\n\tConduct surveying, site inspections, and quality audits to ensure construction
\n\taccuracy, compliance, and structural integrity.
\n\tOversee the handover process, ensuring buildings meet design specifications, quality
\n\tstandards, and operational readiness for occupancy
\n\tProperty and Asset Management
\n\tPlan, optimise, and manage the property portfolio to support organisational objectives and maximise asset utilisation.
\n\tOversee facility management and maintenance to ensure operational efficiency, safety, and functionality.
\n\tAdminister leases and maintain strong tenant relationships to support occupancy and revenue targets.
\n\tConduct asset valuation, lifecycle planning, and refurbishment strategy to safeguard and enhance property value.
\n\tImplement sustainability initiatives, including energy efficiency and environmentally responsible practices, to reduce operational costs and environmental impact<\/p>\n
Project Finance<\/p>\n
\tMonitor, approve, and control all project expenditures to ensure adherence to approved budgets.
\n\tTrack and report cash flow projections, variances, and actual expenditures to senior management.
\n\tEnsure accurate and timely submission of all invoicing and financial documentation to the finance department.
\n\tManage project funds in line with organisational accounting policies and procedures.
\n\tMaintain up-to-date financial records, preparing comprehensive reports and supporting documentation for senior management decision-making.<\/p>\n
