\tA Grade 12 Matric
\n\tA National Diploma (NQF Level 6) qualification in Supply Chain Management\/Public Finance\/ Financial Management or relevant qualification
\n\t3 – 4 years\u2019 experience in Supply Chain Management Demand
\n\tComputer literacy in Microsoft Software packages
\n\tA valid motor vehicle driver\u2019s license.<\/p>\n
Key performance areas:<\/p>\n
\tGuide the pre-tender and post-tender processes
\n\tVerify details, terms and conditions, specifications, etc. comply with laid down Council\u2019s policies, regulations and procedures
\n\tImplement MFMA, SCM policies and SCM regulations
\n\tServe on Bid Specification Committee
\n\tAssist in compiling of tender documents
\n\tReceive bids and proposals and ensures security until time of opening
\n\tCompliance checks on bids and proposals after the tenders are closed
\n\tCoordinate and distribute bid\/tender documents to bid committees for evaluation
\n\tDetermine fair and reasonable price or prepare cost\/price analysis
\n\tProcess invoices
\n\tSchedule and attend briefings
\n\tMonitor the database of service providers and contractors
\n\tAssist end user departments in formulating procurement plan
\n\tContinuous monitoring, updating and assess the validity and accuracy of and compliance to the procurement plan
\n\tConduct an industry and market analysis of the goods and services to be obtained
\n\tCompile bid\/tender register for all bids above R200 000 that will manage the procurement process.<\/p>\n
