PURPOSE OF THE JOB:<\/p>\n
\tTo provide and execute end user requests as per the TASE procurement plan and other requests not included in the plan.<\/p>\n
KEY RESPONSIBILITIES:<\/p>\n
\tConduct spend analysis for the construction, infrastructure and operational requirements of the business.
\n\tEnsure adherence to the SCM Policy in line with PFMA and Treasury Regulations
\n\tEngage with divisional executives for the execution of the procurement plan
\n\tAdvise business on the best procurement methods for their requirements.
\n\tTrack and reconcile the procurement requirements against the approved procurement plan
\n\tAssist business with contracts management
\n\tDevelop innovative procurement solutions at a project\/business unit\/ organisational level
\n\tAnalyse supply markets across all categories and provide expert advice on the process.
\n\tDevelop procurement strategies each of the business requests as outlined in the procurement plan.
\n\tAssist in identifying risks in all the procurement requests and report the risks to the SCM Manager
\n\tIdentify areas where BBBEE and transformation can be promoted in the procurement plan
\n\tEnsure that strict confidentiality is maintained in all procurement and sourcing engagements.
\n\tAssist with the contracts management database
\n\tCapture and assist with the BBBEE records to maintain the TASEZ BEE level
\n\tFamiliarise themselves with the procurement plan and come up with plans of consolidating requests to promote commodity buying
\n\tSupport the tendering process and facilitate supplier onboarding processes
\n\tAnalyse, evaluate and rank proposals received from prospective bidders
\n\tWrite recommendations reports to the bid adjudication committee (BAC)
\n\tCome up with negotiation strategies in conjunction with the end user and lead negotiations with suppliers
\n\tAnalyse supplier capabilities within the IT, construction, infrastructure categories
\n\tAssist in upholding, promoting, and adhering to SCM internal policies as well as all
\n\tNational Treasury prescripts
\n\tMonthly and periodic reporting<\/p>\n
RESPONSIBILITIES FOR TENDERS:<\/p>\n
\tEnsure alignment of all procurement undertaken with TASEZ policies and procedures as well as National Treasury prescripts.
\n\tPreparing list of suppliers to be invited on rotational basis.
\n\tReceiving a Purchase Requisition from the end user.
\n\tEnsure Purchase Requisitions are duly authorised before embarking on any procurement.
\n\tChecking if minimum number of quotations have been received as per SCM Policy.
\n\tForwarding of Requests for Quotations (RFQ) and Request for Proposals (RFP) to\u00a0 suppliers.
\n\tRun independently with RFQ processes from end to end.
\n\tSecuring venues and scheduling site inspection and briefing meetings and recording minutes thereof.
\n\tSecuring venues and scheduling meetings for the Bid Specification Committee and recording minutes thereof.
\n\tPreparing registers for collection of RFP\u2019s and collecting tenders at closing date and storing them securely
\n\tReceiving e-mails from dedicated SCM mailbox.
\n\tAct as secretariate for BSC and BEC\u00a0
\n\tCreating purchase orders to recommended suppliers.
\n\tDraft relevant sections of the SLA\u2019s before passing over to the end user.
\n\tAssist end users with any SCM related queries.<\/p>\n
REPORTING<\/p>\n
\tBi-weekly BBBEE updates and reporting to internal and external stakeholders.
\n\tTimeous quarterly reporting to key stakeholders<\/p>\n
QUALIFICATIONS<\/p>\n
\tBachelors\/BTech Degree (Honours) in Procurement\/Supply Chain.
\n\tManagement\/Commerce\/Law or related field of study.<\/p>\n
COMPETENCIES
\nKNOWLWDGE<\/p>\n
\tKnowledge of Procurement process, particularly in the public sector.
\n\tKnowledge of IT, infrastructure and construction projects
