Key performance areas:<\/p>\n
\tTranslate organisational strategy into operational and service delivery objectives, while ensuring delivery of functional strategic plans
\n\tDevelop and implement a robust financial strategy of the Municipality and its entities to ensure its financial sustainability
\n\tEnsure that strategy and the operating model are adequately budgeted for through the development and implementation of a fit for purpose budget
\n\tEnsure that implemented business systems are financially viable and in support of strategy and structure
\n\tEnsure effective treasury, strategic and operations management
\n\tEnsure the provision of leading procurement and supply chain management Practices
\n\tEnsure that statutory reporting, new regulatory and accounting developments are undertaken in accordance with required standards
\n\tResponsible for revenue management, debt collection, asset management, financial accounting, property evaluation, contract management and payroll administration functions
\n\tIntegrate and maintain a financial system to ensure effective financial reporting
\n\tProvide an advisory and supportive service to the Council and relevant stakeholders with regard to relevant legislation and financial policy matters
\n\tEstablish and maintain strategic internal and external relationships inclusive of customers, service providers and relevant legislative agencies and structures
\n\tLead and manage direct and indirect teams by providing context, setting performance standards and educating on process, quality and policy<\/p>\n
Core Requirements:<\/p>\n
\tAt least a Degree in Finance, Accounting or Economics and\/or equivalent NQF Level 7 qualification.
\n\tBe a qualified, registered Chartered Accountant (CA) SA
\n\t10 years\u2019 strong management experience in which at least 5 years should have been at Middle Management level within the financial environment
\n\tStrong leadership and financial management experience
\n\tExtensive experience in implementing new accounting standards, for example GRAP and IFRS
\n\tWell-honed judgement, strong leadership and high levels of integrity and personal drive
\n\tKnowledge of relevant legislations
\n\tTenacity and excellent problem-solving skills
\n\tAdvanced project and programme management skills
\n\tExcellent people and communication skills<\/p>\n
