To consistently deliver projects within scope, cost, quality and performance. To ensure delivery of process transformation, technology improvement initiatives for a more strengthened SCM department. To drive cost savings and efficiencies in the procurement processes. To drive a culture of high performance and ethical conduct.<\/p>\n<p>DUTIES AND RESPONSIBILITIES:<\/p>\n<p>DEVELOP AND IMPLEMENT STRATEGIC SOURCING STRATEGY<\/p>\n<p>\tDevelop an annual procurement \/ demand plan<br \/>\n\tDevelop and implement sourcing strategies<br \/>\n\tDetermine and develop appropriate sources of supply for specific spend categories<br \/>\n\tBuild and maintain relationships with strategic suppliers<br \/>\n\tDevelop and maintain a knowledge management hub category trends , technologies for continuous improvement<br \/>\n\tImprove processes<br \/>\n\tAbility analyse and reduce TCO and life cycle cost<br \/>\n\tIncrease the value year on year of materials\/services sourced and understand the benchmark global commodity cost<br \/>\n\tEnsure that commodity strategies are communicated, executed and updated<br \/>\n\tEnsure that strategic \u00a0sourcing methods and principles are integrated, aligned and implemented to mobilize efficiencies and reduced procurement costs<br \/>\n\tDrive technology optimisation<br \/>\n\tReview and report on the achievement of business units objectives.<br \/>\n\tExecute Continuous Improvement projects to support SCM business goals and objectives<br \/>\n\tDrive a superior performance culture , a strong customer centric and stakeholder management culture<br \/>\n\tProvide support and input in the development and implementation of the overall SCM strategy<br \/>\n\tProvide input into the review of the SCM operating model.<br \/>\n\tDrive the implementation of the SCM Technology Strategy\u00a0<\/p>\n<p>BUSINESS OPERATIONAL EFFICIENCY<\/p>\n<p>\tContinuously improve commodity and sourcing strategies and methods(RFX)<br \/>\n\tManage the sourcing of deals, contract, delivery and quality for a complete procurement cycle.<br \/>\n\tWork with other members of the Operations Leadership team to develop and implement initiatives to reduce transaction costs, consolidate volume and create efficiency.<br \/>\n\tEnsuring that costs saving benefits are realized through rigorous negotiations.<br \/>\n\tDirectly contribute to the Procurement cost savings goals<br \/>\n\tEnsures on time delivery of Procurement projects<br \/>\n\tDrive Operational and service delivery efficiencies<br \/>\n\tReviews and negotiates supplier contracts, sub-contractor agreements and other terms and conditions.<br \/>\n\tEnsure optimal integration of functions and strategies in order to achieve the business unit objectives.<br \/>\n\tSolve complex problems in which analysis of data or situations require in-depth evaluation.<br \/>\n\tEnsure adherence to SCM policies, procedures, standards and governance applicable to the management of the Department\u2019s portfolio of commodities.<br \/>\n\tProvide accurate and timely functional performance reporting<br \/>\n\tDrive innovation in managing cost and revenue improvements\u00a0<\/p>\n<p>FINANCIAL MANAGEMENT<\/p>\n<p>\tImplement organisational guidelines on optimal fund distribution\/ allocation in accordance with SABC budget constraints and strategic\/ operational requirements.<br \/>\n\tManage the Business Unit operating budget in such a manner as to encourage cost containment<\/p>\n<p>GOVERNANCE, RISK AND COMPLIANCE\u00a0<\/p>\n<p>\tImplement Risk Management Plan in line with organizational \u00a0Risk Framework (COSO Model):<br \/>\n\tGovernance and Strategy<br \/>\n\tRisk Mitigation Plan<br \/>\n\tFormulate Internal Control<br \/>\n\tCommunications<br \/>\n\tMonitoring and Evaluation<br \/>\n\tMonitor and report on the operational and compliance risk pertaining to strategic and tactical sourcing.<br \/>\n\tDevelop and implement systems policies and procedures for the operations of procurement activities<br \/>\n\tImplement internal control measures to ensure good governance and adherence to the mandates and prescribed regulations and policies.<br \/>\n\tAddress Internal and External Audits and address gaps identified in the control environment through the execution of mitigation strategies.<br \/>\n\tCheck all business plans in the context of compliance to DAF and procedures.<br \/>\n\tMonitor compliance in line with OHS Act.<br \/>\n\tPrevent the incurrence of fruitless, wasteful and irregular expenditure.<\/p>\n<p>STAKEHOLDER MANAGEMENT<\/p>\n<p>\tCreating value in each customer interaction and focusing on the total customer experience.<br \/>\n\tLiaise with external and internal stakeholders, in order to ensure optimal deliver of strategic sourcing requirements and cost saving benefits.<\/p>\n<p>LEADERSHIP AND PEOPLE MANAGEMENT<\/p>\n<p>\tEffective implementation of Performance Management System in accordance with organizational policy and procedures.<br \/>\n\tEnsure adequate staffing for workload, succession planning and effective leadership.<br \/>\n\tEffective briefing and communication with subordinates<br \/>\n\tImplement Career Development Plans (CDP) for all subordinates.<br \/>\n\tBuild and develop skill capabilities within strategic and tactical Sourcing and to facilitate change management and coaching the staff member in adapting to news ways of working.<br \/>\n\tProvide direction on the retention and attraction of staff.<\/p>\n<p>\u00a0INHERENT\/MINIMUM REQUIREMENTS<\/p>\n<p>\u00a0QUALIFICATIONS<\/p>\n<p>\tBachelor\u2019s Degree in Business, Financial, Procurement\/Supply Chain Management or equivalent qualification.<br \/>\n\tPost Graduate Degree in Business, Financial, Procurement\/Supply Chain Management or equivalent qualification recommended<\/p>\n<p>EXPERIENCE<\/p>\n<p>\t8 years\u2019 experience in Procurement\/ Supply Chain Management of which 4 years should be on Management Level.<\/p>\n<p>KNOWLEDGE<\/p>\n<p>\tBusiness planning and complexity theory<br \/>\n\tBudget management and forward scenario planning<br \/>\n\tPFMA and relevant national treasury regulations<br \/>\n\tBBBEE and PPPFA<br \/>\n\tPrinciples and practice of effective procurement and financial awareness<br \/>\n\tTender process administration and guidelines<br \/>\n\tDeveloping tender\/contracts and request for proposal documents<br \/>\n\tStrategic management.<br \/>\n\tManagement information systems.<br \/>\n\tFinancial accounting standards.<br \/>\n\tScenario planning and Trend
