KEY RESPONSIBILITIES<\/p>\n
Oversight\u00a0<\/p>\n
\tVerify and assess aviation obstacle applications submitted to the SACAA against ICAO SARPS, CARs and CATS.
\n\tVerify and assess proposed developments submitted to the SACAA against ICAO SARPS, CARs, CATS and international standards relating to obstacle management and control, before approval.
\n\tVerify and assess proposed alternative energy projects submitted to the SACAA against ICAO SARPS, CARs, CATS and international standards relating to obstacle management and control, before approval.
\n\tRequest for additional information, where required
\n\tForward the outcome of the assessments to the Data Coordinator.
\n\tPlan and execute obstacle inspections and audits on all aerodromes, and heliports to ensure that they comply with civil aviation regulations and technical standards
\n\tAudit the compliance level of personnel training at aerodromes
\n\tCompile findings report according to categories
\n\tMake recommendations to clients for corrective action and continuous improvement of operating standards.
\n\tPrepare findings and identify possible trends \/ high or consistent risk areas and propose interventions to improve Obstacle Limitation Surfaces
\n\tPropose promotional activities and\/or Regulatory change where necessary
\n\tPropose amendment to Manual of Procedure and Technical guidance Manual, ISO procedures and forms<\/p>\n
Administration<\/p>\n
\tPerform general office administration tasks.
\n\tCreate and maintain a database of allocated clients.
\n\tCreate and maintain a database for non-compliances on the findings register.
\n\tHandle internal and external correspondence through the Manager.
\n\tMaintain the departmental Documents management relating to Obstacle Management
\n\tComplete the inspection checklist as per applicable regulation
\n\tDraft inspection reports and submit to the clients
\n\tCompile and submit reports on oversight findings
\n\tFacilitate the safekeeping and evaluation of aerodrome manuals and provide them to stakeholders when required<\/p>\n
Enforcement<\/p>\n
\tConduct investigations to determine compliance with regulations
\n\tPerform follow-ups on all noted non-compliance incidents and cases investigated to ensure that appropriate corrective action, sanction or penalty is imposed
\n\tCompile reports of all major and severe findings for submission to the Enforcement Committee<\/p>\n
Regulations Research and Development<\/p>\n
\tProvide recommendations on issuance of aerodrome and heliports licenses based on inspections conducted, in full consultation with all role players.
\n\tConduct research and make recommendations about applicable national and international requirements
\n\tProvide input to new proposals and amendments to legislation on SARPS and CARS through the Manager
\n\tPropose amendments to CARS\/CATS to align with Annex 14 amendments and ICAO documents.
\n\tPropose and submit regulation review to CARCOM.<\/p>\n
Liaison and Consultation<\/p>\n
\tParticipate in meetings relating to aviation obstacles, developments and alternative energy projects.
\n\tAssist in arranging, coordinating and present safety promotion activities, related to Aerodromes and Heliports
\n\tLiaise with various stakeholders in conducting oversight
\n\tAddress Industry stakeholder problems\/queries promptly and professionally
\n\tProvide Industry feedback to the Authority.
\n\tInculcate upon Industry stakeholders the safety prerequisites and procedure<\/p>\n

\tGrade 12
\n\tICAO Annex 14 Obstacle Limitation Surfacs Course<\/p>\n
Ideal<\/p>\n
\tNational Diploma in Surveying or GIS or Aerodrome Management training or Aviation Safety<\/p>\n
Experience:<\/p>\n
\t3 Obstacle Assessment\/ Evaluation experience<\/p>\n
