MINIMUM REQUIREMENTS<\/p>\n
\tGrade 12
\n\tBachelor of Science Degree in Building Science\/Architect\/Town and Regional Planning or Development Studies at NQF 7
\n\tProject Management certificate or diploma\/Registration as Professional Planner in accordance with the Planning Professions Act, 2002, (Act No.36 of 2002) (will be added advantage)
\n\tA Certificate Programme in Municipal Development (CPMD) \/ Municipal Finance Management Programme (MFMP) as per the MFMA requirements shall be the added advantage. Should the successful applicant not possess such minimum competencies or be in the process of acquiring such competencies, such must be acquired or finalized \/ obtained within 18 months from the date of appointment
\n\tMinimum of 5 years at middle management level..
\n\tHave proven successful Professional Developmental\/Town and Regional Planning experience.
\n\tGood knowledge and understanding of relevant policy and legislation.
\n\tKnowledge of geographical information systems; and
\n\tKnowledge of spatial, town and development planning.
\n\tMust be a goal driven, a team player, problem-solver and innovator.
\n\tAbility to provide strategic and innovative leadership
\n\tExcellent communication & leadership skills.
\n\tA valid driver’s license.
\n\tGood knowledge and understanding of relevant policy, legislation, institutional governance systems and performance management systems.
\n\tKnowledge of coordination and oversight of all specialized support functions.
\n\tKnowledge of supply chain management regulations and Preferential Procurement Policy Framework Act
\n\tNeed to undergo screening, security vetting and competency assessment.
\n\tSuccessful candidate shall be required to sign an employment contract, a performance agreement and disclosure of financial interest.<\/p>\n

\tThe successful candidate will report directly to the accounting officer, responsible to lead, direct and manage staff within the Planning and Economic Development Directorate so that they are able to meet their departmental and organizational objectives.
\n\tProvide strategic leadership in the economic and development department
\n\tOversee development and planning applications processes
\n\tOversee review, development and implementation of the SDF, economic growth and development strategy
\n\tOversee implementation of investment attraction programs
\n\tOversee development and implementation of small businesses support programs
\n\tOversee land use management and compliance with SPLUMA requirements
\n\tOversee human settlement planning and facilitation of human settlement projects implementation
\n\tOversee municipal properties administration
\n\tFacilitate stakeholder participation and involvement.
\n\tEnsure legislative, regulatory, policy, practices and operating standards compliance<\/p>\n
